Evaluation Of “internet +” Industrial Cluster Externality

With the rapid development of global economic integration and economic industrialization, industrial cluster plays a very important role in the promotion of national comprehensive strength. According to the statistics, 202 textile and apparel industry clusters achieved the main business income of 4 trillion Yuan, accounting for 40% of China’s textile industry, textile and apparel industry cluster has become an important force in the textile and apparel power construction. The textile and apparel industry cluster externalities come from the result of joint action of textile and apparel enterprises, associations and other organizations, as the most important part of the textile and apparel industrial cluster, textile and apparel enterprises are mainly small and medium-sized enterprises, expecting to sharing positive externalities which brought by agglomeration and help grow, so the textile and apparel industry cluster positive externalities is the gathering basis of China’s textile and apparel enterprises and also the power source of growth.Textile and apparel industrial clusters will also experience the course from the new-birth to the decline, in order to avoid the negative influence on the enterprise growth, some initiative measures should be taken to enhance the textile and apparel industry cluster externalities. "Internet +" promotes transformation and upgrading of the existing industrial cluster by improving the industrial cluster performance, optimization the internal structural elements of cluster and its interaction with the external environment, it will help enhance the textile and apparel industry cluster externalities. Therefore, to better reveal elements and external mechanism of the combination of "Internet +" and industrial clusters, it is very necessary to explore how "Internet +" textile and apparel industry cluster externalities affect the growth of textile and garment enterprises inside the cluster.Take the "Internet +" industry cluster externalities as the starting point, the paper first expounds the connotation of "Internet +" industrial cluster, and then analyzes the externalities of "Internet +" industrial cluster, and defines the externalities of this article based on existing research. In order to better study "Internet +" industrial cluster externalities, this paper divided it into three parts, monetary externality which is based on market mechanism, technology externality that based on knowledge transfer and share and institution externality which is based on policy and guidance. Due to different development around the resource conditions, forms of expression of "Internet +" industrial clusters also have obvious differences, based on the analysis comparison of the four common kinds, this paper chooses the e-commerce industrial park as the main object of study. To reflect the e-commerce industrial park enterprises growth situation, this article selects the Humen Textile and Apparel E-commerce Industrial Park as an object of empirical study, through literature theory study and on-the-spot investigation, summarizes the external factors which influences the growth of enterprises in the park, and build the concept of e-commerce industrial park externality model; Furthermore through AHP analytic hierarchy process(AHP), constructs e-commerce industrial park of external index level hierarchical structure and determine the index weight, calculates the fuzzy comprehensive evaluation of Humen Textile and Apparel E-commerce Industrial Park externality, we concludes that the externality of Humen Textile and Apparel E-commerce Industrial Park plays a positive role in promoting the growth of enterprise; Finally, some relevant policy suggestions are proposed to help raise Humen Textile and Apparel E-commerce Industrial Park externality, promote textile and apparel enterprises grow better.
