The Competitiveness Evaluation Study Based On Clustered Jiangxi National Industrial Park

After the eighteenth congress of the communist party of China, the new central government put the industrialization and urbanization forward, and prime minister Li-keqiang stressed that urbanization is the greatest power on expanding domestic demand and industrialization is the key of the development of urbanization. For promoting "twelfth five-year" industry development planning and achieve a comprehensive well-off society goal by2020, industrialization is important. In the process of industrialization, the industrial park is an effective form to promote local industrialization process, also a good carrier to form industrial cluster. In2011, the industrial park in Jiangxi province realized the industrial added value300.34billion yuan. In2012, in94industrial park,59industrial parks achieved the main business income over ten billion yuan,which values more than50%in the provincial industrial GDP. So far, there are14state-level development zones in Jiangxi province, the development zone has truly become the new economic growth zone, the concentration areas of foreign investment, advanced manufacturing industry and emerging industries agglomeration, the areas of the economic structure adjustment, the new district with high growth rate,the leading area with system and mechanism innovation, the forerunner area of science and technology innovation, and the function innovation experimental zone, they are the core of the local economy, and undertake the great mission of the revitalization of local economy.From the perspective of industrial cluster, this paper analyzes the current situation of national industrial park in Jiangxi province. On the one hand, this paper tries to combine the process of the formation and development of industrial cluster network structure, analyse the impacts of the different stages of the industrial cluster network on the competitiveness of industrial park, which enrich and improve the competitiveness of industrial park of dynamic evolution theory. On the other side, use the national industrial park in Jiangxi province in2003-2003data, and use the data processing methods such as DEA and AHP, we establish a reasonable quantitative evaluation based on the industrial park of industrial cluster competitiveness index system, and obtain the Jiangxi national level industrial competitiveness evaluation report.The national industrial competitiveness evaluation results of Jiangxi show that the factors of industrial cluster occupy an important position in the assessment of the competitiveness of the industrial park. Geographic, adjacent tissue and adjacent industry cluster innovation network relations, help to achieve the effect of the labour market share and agglomeration economy, reduce the transaction cost, enhance the bargaining power, promote the formation of cooperation relations, which promote the competitiveness of industrial park. And in the current national park, the convergence of industrial structure, the week cohesion, and the system environment is not suitable for industry cluster formation, restrict the promotion of the competitiveness of the national industrial park of Jiangxi province. On this basis, this paper puts forward the following Suggestions to promote the development of national industrial park cluster of Jiangxi: Firstly, we should establish the industry policy, implementing unified planning, to form characteristic pillar industries; Secondly, we should build a regional network organization system, promote the effect of industrial cluster; Thirdly, we should explore the financing innovation system construction to raise the level of industrial cluster of industrial park; Fourthly, promoting the combination of government guiding and market operation; Fifthly, we should optimize the supporting services to park the talent and to form technology market.
