After the central region enter the mid-industrialization, Industry need be upgraded,its abilities to absorb or to undertake the eastern industrial transfer and overseas gradually increase. Among the factors promoting industrial transfer,foreign direct investment(FDI) is a powerful external force. Due to various comparative advantages, good transport location conditions and being to adjacent to the eastern region,the central region become the most attractive and the potential development region currently for industrial transfer and capital investment.More problems for central region are how to attract high-quality foreign investment to undertake industrial transfer for upgrading their level of sustainable economic development and achieving a new leap in economic development, while in process of using foreign capital to undertake industrial transfer, there are still “ Attention to the introduction and selection of contempt, attention to the quantity and quality of contempt, disorderly competition, lacking of cooperation and planning "and other issues in different degree. Therefore,in order to improve the investment environment to undertake orderly eastern and international industrial transfer,six provinces in central region analyze the external environment and trends,understand and grasp the opportunity and threats with the changes in the external environment,evaluate objectively its advantages and weaknesses,in order to avoid weaknesses, make strategic location,develop successful and effective strategies and cooperation mechanism and give the appropriate policy recommendations.This paper describes the status of economic cooperation in the Central Region in the analysis,0n the basis of SWOT analysis that central region work together to use FDI to undertake industrial transfer, Then discuss the existing problems about central region work together to use FDI to undertake industrial transfer,construction of the central region and then use FDI to undertake industrial transfer mechanisms for cooperation and the cooperation mechanisms were evaluated.In the framework of cooperation mechanism,we want to make use of the six central provinces cooperation FDI industries to relocate to implement into practice,It must also identify specific programs on the micro,Therefore the establishment of relevant empirical analysis model to derive policy recommendations are given further direction.
