Iron and steel industry is the basic industry of national economy, which is technology, capital, resources, energy and labor intensive industry. It relates to many principal parts, long period, and large investment. There are many uncertainties in project decision and implementation process. The resulting risk tends to bring development project major accidents and loss. The current domestic project risk management research is not yet mature for cold rolling production line, and the theoretical basis and practical experience is not enough. It is urgent to apply risk management to engineering project. This thesis will follow the traditional risk management system in term of risk identification, risk evaluation, and risk monitoring. Through the object of tangsteel high strength automotive strip project, some project management tools such as question investigate, analytic hierarchy process are used. All the potential project risk factors are identified. This thesis appraises the environmental protection, investment, cost time limit, which can impact the target of the project. Besides, the reply, supervision and control of risks are also discussed. The study here may have some directing and referring functions for managing the investment risks of iron & steel construction projects in the future.Firstly, it reviews of the related literatures in this paper both from here and abroad on the traditional risk management. We identify the focus of this paper through analysis of the current outstanding problems in traditional retail business logistics network planning.Secondly, it systematically introduces the engineering project risk management theory in order to lay a theoretical basis on implementing project risk management for the engineering project.Thirdly, the project risk management research will combine the actual situation of tangsteel high strength automotive strip project and the project risk will be identified and analysed. By using analytic hierarchy process, a reasonable assessment of risk is made.Finally, the measures to keep away the investment risk, accomplishment risk and quality risk are put forward. We strengthen the control of the project risks from many areas.
