In recent years,in the context of rapid economic and social development in China,the public's demand for all kinds of consumer goods has gradually shifted from quantity to quality.In order to better meet the people's aspirations for a better life and increase their sense of acquisition,in recent years,the number of government investment projects to improve the quality of urban life has increased.At the same time,with the acceleration of urbanization,urban land use is increasingly strained,and the trend of land intensive use is unstoppable.At the same time,the attention of governments at all levels or ordinary people to government investment projects has not been reduced,and the requirements for government investment projects have continued to increase.However,while the external pressure is increasing,the management system,methods and methods of the government at all levels,especially the local grass-roots level,have not been significantly improved,and the project risks and social concerns caused by this have occurred from time to time.The difficulty and cost of optimizing a project in the design stage are relatively low,so it is a more economical and convenient choice to control the risk in the design stage according to the actual situation of the project.Taking the Huaxi Lake Park of Baohua as a practical example,this paper analyzes the risks of government investment projects at the design stage on a hierarchical level,and first invites relevant experts to group groups to rate each risk event.Then according to the weighted average of risk sources,the probability of each design risk event of the project is obtained;Secondly,the analytic hierarchy process is used to establish a judgment matrix for each risk source,factor,and event in the project design management process,and calculate the weight of each risk event,that is,the severity of each risk event;Then the probability and severity of each risk event are calculated by formula to obtain the comprehensive evaluation score;Finally,the risk control measures were chosen,starting from the idea of risk monitoring,circumvention,mitigation,sharing,self-retention and reserve in the design phase of the Huaxi Lake Park of Baohua,and improving the management and evaluation of the project in the light of the existing management system of the government.The whole process of project risk management is supervised and controlled,so that no gaps,orderly division of labor,and clear responsibilities are left in all aspects of risk management at the design stage.
