Rules and regulations is the premise of achieving efficient management of business. Scholars have been focused on how to prevent employee from violating rules of the organization and improves the effectiveness of its management, however, under the current complex and inconstant business environment,employees may violate the rules of the organization behavior from pro-social or altruistic motives, the old saying " The orders have not affected by. " is a good example. In the real work, employees may go against the rules of the organization to help the organization or its stakeholders, scholars of positive organizational behavior call it pro-social rule breaking behavior. Foreign scholars have empirical research on pro-social rule breaking behavior exploration, but domestic empirical research on pro-social rule breaking is still relatively scarce. Meanwhile, the Chinese employees tend to exhibit more pro-social rule breaking, its inherent underlying causes and mechanism needs further study. Leadership style is an important Situational factors of affecting employee behavior, it will inevitably have an impact on employees’ pro-social rule breaking.The study explored the influencing mechanism of transformational leadership on employee pro-social rule breaking behavior and clarified the moderating effect of psychological safety between transformational leadership and pro-social rule breaking behavior. Results from a sample of 325 employees revealed that transformational leadership has the significantly positive impact on efficiency-oriented, colleagues-oriented and customer-oriented pro-social rule breaking behavior; transformational leadership has the significantly positive impact on psychological safety; psychological safety has the significantly positive impact on efficiency-oriented, colleagues-oriented and customer-oriented pro-social rule breaking behavior;psychological safety of employees partially mediated the impact of transformational leadership on pro-social rule breaking behavior and efficiency-oriented pro-social rule breaking behavior, and fully mediated the impact of transformational leadership on colleague-oriented and customer-oriented pro-social rule breaking behavior.Based on these findings, we proposed some effective business management practice recommendations.First, leaders should shape their own transformational leadership style. Secondly, leaders should create a comfortable atmosphere of psychological safety, improve employees’ psychological safety perception.Finally, managers should correctly view pro-social rule breaking, and play a positive role of pro-social rule breaking.
