Scientific research capacity is an important part of the competitiveness of universities and research institutions. It is also the key factor to promote social progress, improve country’s comprehensive strength, and determine the country’s international status in the political and economic arena. Since the 21 st century, scientific research competition has becomes more intense due to the development of information technology, leading to the increasing importance of scientific research management, while scientific research performance evaluation is one of the effective means of scientific research management. However, scientific research performance evaluation is presently based on bibliometrics and the evaluation results are not comprehensive enough due to the inherent limitations of bibliometrics indicators. At the same time, with the informatization of academic achievements and the development of network technology, new measurement indicators began to appear and the influence of scientific research has been paid more attention by domestic and foreign experts and research institutions. How to measure the influence of scientific research more reasonably in scientific research performance evaluation and comprehensively display the scientific research capacity has become a hot research topic in universities and research institutions these years.In response to these circumstances, this paper takes researchers from Donghua University as the research objects, builds a comprehensive evaluation index system suitable for the object combining bibliometrics with altmetrics, and uses the improved TOPSIS method and entropy method to evaluate the scientific research performance. Relative feedback analysis is made according to the evaluation results.Firstly, this paper collects the practical application information about current methods of scientific research performance evaluation through information retrieval and data collection, and chooses the TOPSIS method and entropy method which are suitable for the object. Secondly, this paper analyses the bibliometrics indicators used in scientific research performance evaluation and current domestic research results in altmetrics, then builds an altmetrics-based comprehensive evaluation index system combining bibliometrics with altmetrics. Thirdly, this paper does research on TOPSIS method and improved TOPSIS methods, selects the improved TOPSIS method based on connection degree, makes further improvement on the dynamic comprehensive evaluation model based on the improved TOPSIS method adding in time dimension, and builds the dynamic comprehensive scientific research performance evaluation model suitable for the object.Finally, according to the built comprehensive evaluation index system, this paper uses Scopus citation database and Plum X analysis platform to collect bibliometrics and altmetrics indicators data. After data handling, this paper uses improved TOPSIS method and entropy method to do evaluation on the scientific research performance of researchers from Donghua University. And then this paper makes analysis from variously aspects based on the evaluation results and comparative analysis with the evaluation results based on bibliometrics indicators, makes relative feedbacks and advices, providing reference for colleges and universities to carry out the specific evaluation.
