21century is a completely new time combined the development of information economy and knowledge economy. With the rapid High-speed economical development, the human society has already been running into the fast track in economic sphere.Looking back the passing over ten years, it is obvious for us to find that the competition is not only laying in technology and capital, the competition for intellectual staffs has become the first focus between modern enterprises and companies. More and more enterprises realize the importance and pressing task of human capital to the development and the innovation of companies and society, so the Human resources take more Concentrate on the training and application on intellectual staffs. While, how to mobilize the enthusiasm and interest of the intellectual staffs and how to increase their effects and efficiency are becoming the biggest challenge and first work for the human recourses. Now, this article will take a typical overseas High-Tech company SSCI as a case to study above.SSCI came from another American company during the world financial crisis in2008. With the sufferings from financial crisis and quick development in the first years, the rules and models of the managements, especially for HR management can not meet the new requirements of SSCI developing after the restructuring. How to completely motivate the enthusiasm and initiative of the intellectual staffs, and then fully develop their potentiality to make the company successes in the competitive circumstance is a top urgent problem to the SSCI Company.After giving the detail statements about motivation theories and principles, this article analysis and summarize the survey data and interview reports, and then find out the SSCI company’s common and unique problems in motivations through the investigation and interview as methods for the Hi-Tech company’s motivation and the intellectual staff’s demands, and at the same time, also put forward the innovative approach on motivation for the intellectual staff in this kind of Hi-Tech companies about the solutions on how to motivate and mobilize the employees based on special factors, trying to find out and set up an effective meditative system, and in some certain way to improve the human resource management, which will specially focus on the intellectual staff’s motivation management.
