Under the new background and in the new situation, encouraging people to start up business and create more employment opportunities is a new way to solve the problem of employment. In order to encourage self-employed, the state formulates a series of policies, and Wuxi also issued a series of government support policy according to the actual situation.The unemployed person of Wuxi city will be analyzed in this master’s thesis. To compare and analyze the situation of unemployment and unemployed person to be self-employed in the passed five years through investigation and quantitative analysis,combined the content of Wuxi Government support policy of unemployed self-employed and the actual implementation of the supporting policy in recent five years, summarizes five kinds of difficulties and the causes of these difficulties of unemployed person in which is involved in the process of their own businesses. Entrepreneurial atmosphere is not strong enough, and the citizens are lack of entrepreneurial passion. It’s hard for the unemployed to look for the good project when they want to start up businesses with the asymmetric information. It brings pressure with the difficulties in financing. The lack of entrepreneurship skills makes it to be hard to start a business for the unemployed. The government service is dispersive which leads to the difficult for the unemployed to get the real need help. And it’s also very easy to miss the government support of preferential policies. Guided by the foreign advanced experience, this paper puts forward to five countermeasures to solve the unemployed self-employed problem. They are cultivating entrepreneurial culture, strengthening the construction of business information platform, Improve business financial support policies, attaches great importance to the unemployed entrepreneurship training and optimize the innovation service system.On the basis of the theory of entrepreneurship, explore new ways to manage unemployment, enrich the contents of anti-unemployment theories. Further enhance the unemployed personnel initiative and success rate of self-employment, reduce the pressure of government to manage the situation of unemployment. It’s helpful to structure a harmonious atmosphere of labor security、improve the level of social security and comprehensive improve people’s livelihood and building a harmonious socialist society.
