Since the reform and opening up, Chinese economy has rapdly grown, industry shot up as a key factor. Industrial economic structure is complex, high yield bring high energy consumption, and directly impact the efficiency of the national economy, so this paper focused on the industrial economy. In the past, researchers believe the sustained industrial economic growth based on the growth of industrial production efficiency, so use industrial TFP as a measure of economic growth. The industrial TFP doesn’t has environmental constraints, has ignored the impact of environmental pollution on productivity.However, China’s industrial economy is extensive, its destructive effect has been gradually revealed. With the increasingly serious problem of climate change, people are increasingly concerned about environmental issue, sustainable development of the industrial economy also has become the focus of researchers. The consideration of environmental constraints of TFP is not only the green key factor of China’s industrial economy emission reduction achievement, but also on the comprehensive assessment of industrial economic efficiency, is of great significance. Only through comprehensive evaluation of environmental TFP, can the government make policies balance economy and environment, so that economic and social, economic and environmental interdependence coordination and common progress..On the basis of related research, this paper first analyzed carbon emissions and emission intensity; and then calculated the industrial environmental TFP productivity based on directional distance function. Conclusions show China’s industrial sector has a high level of development. During the study period, light industry environmental TFP increased; high technology industry has high productivity efficiency, but TFP declined slightly; while heavy industry environmental TFP fall behind alot.
