China is one of the countries with faster tourism development in the world. It is not only rich in natural resources, but also rich in long cultural resources. However, with the rapid development of China's tourism economy in recent years,a series of environmental problems have been created, such as huge resource consumption and environmental destruction.Resource waste and environmental damage will inevitably hinder the health of China's tourism industry in the future, and will deepen as the tourism industry expands. As a result, the research on the efficiency of the tourism industry has become the focus of today's tourism research.Based on this, this paper will estimate the CO2 emissions firstly. The traditional eastern, central and western regions of China are divided into three parts according to the size of CO2 emissions, then it need to put the inter provincial tourism CO2 emissions as non-expected output and analyze the characteristics of the CO2 emissions of China's tourism industry and the regional characteristics, using Malmquist-Luenberger productivity index method to estimate China tourism total factor productivity of the 2005-2015.The total factor productivity of non-expected CO2 emissions and non-expected CO2 emissions are compared and analyzed. In the end,the paper makes a study of the timing change and regional difference of China's total factor productivity considering the non-expected CO2 emissions. After the calculation of CO2 emissions China's tourism and make an empirical analysis on China's tourism total factor productivity,we can get the following conclusions:?1?The general characteristics of CO2 emission in China's tourism industry is that tourism traffic is the main source of CO2 emissions, followed by tourism accommodation and tourism traffic.?2?The regional characteristics of China's CO2 emissions are similar to the characteristics of China's regional economic development.?3?The traditional method of calculating CO2 does not take into account the overestimation of China's total factor productivity.China's total factor productivity, technical efficiency change, technological progress and the growth rate of CO2 emissions are lower than those of CO2 emissions?4?The total factor productivity of tourism in China is mainly driven by technological progress, while the technical efficiency is mainly affected by the changes of pure technical efficiency.?5?China's tourism total factor productivity has significant regional difference. In the case of CO2 emission, the total factor growth rate of the three regions is from the highest to the lowest in the central provinces, the eastern provinces and the western provinces. The quality of the environment has a significant impact on the growth rate of the tourism industry. In the process of the development of tourism,China has a lot of damage to the ecological environment and waste of resources. Finally, according to the results of the empirical analysis, this paper puts forward some policy suggestions from the aspects of low-carbon tourism, technology investment and regional development.
