Research On The Public Service For Delivery Of Guangdong Post

Freedom of communication is a basic right of every citizen, the state has the obligation to protect the rights of citizens. The Universal Postal Convention requires that the public services should be provided by the postal service. The Postal Public Service should be available to everybody in our country with regular and high-quality service at a reasonable price. Like other countries, China Post has the obligation to provide the postal public service. So far China Post has adopted some low-charge and free-charge policices allowed by the related state price control departments, and widely built service satations to provide the postal public service which should be available to every citizen in our country.The current postal business of China Post, including delivery service(such as letters, parcels, newspapers), Finance(such as banking, insurance, securities), express logistics(such as EMS), confidential communications, stamp collecting, and so on. Along with the progress of social economy and the improvement of the demand of the citizen, some problems of postal public service are gradually exposed.This paper mainly takes some relevant data and cases of postal public service in Guangdong as examples to dicusses the postal public service, a kind of postal service most closely related to the public and reflect the characteristics of the postal public service. First, this paper expounds the research background, the status quo, significance and purpose of the research on the postal public service. Second, it introduces the related concepts of postal public service, public service for delivery, industrial supervision and operating pattern of Guangdong Post, and the related theories in this paper. Third, it takes several cases of Guangdong Post to discuss the status quo and problems of public service for delivery. Fourth, it disscusses the domestic and foreign postal public service experience and enlightenment. last, from the persective of public management, it proposes five corresponding suggestions to relevant competent departments of Guangdong government, including the construction of an new rural postal delivery model of postal public service in Guangdong and a public service system for postal delivery with intelligent package as its core in the Internet era of Guangdong.
