As the source of production and management in manufacturing enterprises,procurement is the key step to reduce the total operating cost of enterprises.Procurement costs of large power plant boiler manufacturers accounted for 70%~80% of the cost of sales. Reducing procurement costs has become an important way to enhance the market competitiveness of enterprises. Harbin Boiler Company Limited(referred to as the HBC) is a large state-owned manufacturing enterprises foucused on power generation equipments. The procurement procedure in HBC has the characteristics of goods varieties, difficult supplier management, high risk on supply speed, complex quality control and so on. Thus, it is inevitably there are some problems in procurement management process. In this paper, the theory on purchasing mangement under supply chain environment was applied in research on material procurement in HBC. The problems in procurement management system were optimized to provide a reference for the HBC procurement management.The procurement management status of HBC was investigated by field research and interviews with key personnel in procurement department. The research was carried on HBC procurement management after collecting a lot of relevant information and analysis in a systematic way. Firstly, the status of purchase management was described, including HBC organization, staffing, goods classification, procurement procedure, supplier management and so on. Secondly,the problems in HBC procurement management were revealed, including unreasonable purchasing organizations and procedure, unsystemic supplier management, weak risk control, poor quality control and low level of information construction. Aiming at the above problems, the optimized purchasing management framework and measures were developed, including improvement of purchasing procedure and information technology, enhancement of supplier management, and strengthening procurement risk management and quality control. Finally, safeguards on the procurement organization, supplier incentives, evaluation system, quality control and informatization were established to ensure the smooth implementation of the optimization program.In this paper, the qualitative analysis combined with the relevant theory was applied to address procurement issues in HBC. The improvements measures in this paper has practical significance to improve procurement management in HBC, and also provides reference for the analogous industries and enterprises.
