Industrial Policy has always been concerned and debated. Supporters proof its necessity from the theory of "Market Failure", while some other scholars doubt its effectiveness because of "Government Failure". But there is a difference between the effectiveness and necessity of the Industrial Policy. A necessary policy may not achieve the desired results, and we can’t deny its necessity just from its ineffectiveness. Whether from foreign experiences or from China’s current state of economic development, Industrial Policy has its necessity, especially in a time when China pays high attention to the Economic restructuring and enhance of National competitiveness. Although Industrial policies in China have achieved significant achievements from their being, their problems are more notable, which proved that improvements are urgently needed. Proper evaluation of the Industrial Policy could be useful for the enhancement of its effectiveness. And the basis of the policy evaluation is scientific methods, which are the main contents of this paper.This paper firstly collected existing evaluation methods used in policy-making and policy performance, compared their backgrounds and features, and raised some questions according to their problems. Then, on the basis of the previous summarizing, this paper proposed improved evaluation idea. That is establishing evaluation indexes from three aspects: policy-making, policy implementation and policy performance, deciding their weights and values, and finally summarizing these indexes according their importance so as to get a final evaluation results. According to this idea, this paper established indexes system, and found specific methods to finish each procedure:Analytic Hierarchy Process (AHP) to conform the weighted coefficient, Fuzzy Mathematics method to determine the index value, and weighted superposition to calculate the final evaluation value. Lastly, based on the proposed idea and methods, this article tried to assess China’s recent steel industry policy. We invited relevant professor to answer the questionnaire. Together with the data of quantitative indexes, we draw a conclusion that China’s recent steel policy gets a ’less good’ mark.
