An enterprise’s technological innovation ability has become a decisive factor of enterprises sustainable development. How to apply and develop effective incentives to mobilize, oil field, the subjectivity of the enterprise knowledge staff’s work enthusiasm and ability to innovate, and to establish effective incentive mechanism for knowledge-based employees is particularly important. In the fierce market competition, enterprises in order to make full use of its own, talent is the real key enterprise value, rely on the modern human resources incentive effect, depends on the human resources development of enterprise environment. All the resources of modern enterprises, the most important and the most important resource is the human resources.An important characteristic of modern enterprise management is the key to the role of people, people-oriented management. Especially in the Oil Natural Gas Corp, pay attention to the exploitation and utilization of human resources, because there is no guarantee of human resources management, security management, production management is not possible. How to reform and development under the new situation, with particular attention to the new task for oil and natural gas enterprise human resources management manager.In this paper, Sinopec Shengli Oilfield incentive problems of core staff, knowledge workers in LP oil production plant of human resources are discussed. Comprehensive analysis and research at home and abroad, the motivation of knowledge employee’s expectancy theory, through using the domestic and foreign enterprise incentive, combined with the actual operation situation of production and the low pressure oil production plant is the incentive mechanism, the basic ideas and knowledge type staff put forward the problem of. The theory of modern human resources management, in the use of the analysis of the current situation, and the knowledge staff’s focus, low oil production plant of knowledge analysis and the development of production between incentive and employee incentive and restraint mechanisms, knowledge and the low pressure oil production company "difference", perfect knowledge incentive staff provide guiding ideology and system innovation and the low pressure oil production factory, the development of human resources, this paper hopes to solve the knowledge employees incentive problems in oil and gas field and provide some useful reference.
