Study On The Formation Mechanism Of Creative Metropolitan Area Under The View Of New Urbanization

At present, the development strategy of urban agglomeration in China has gained wide attention, under the guidance of "new urbanization", the direction of the City group and City circle’s development has released a new signal of transition. National model town planning (2014-2020) is emphasized to take the road of new urbanization development for China’s feature, in order to improve the quality of urbanization comprehensively. Under this background, constructing innovative metropolitan area is the measures to focus on the development of foreign metropolis change and the trend of domestic urban and rural relationship.In order to accelerate the construction of creative metropolitan area, we must have a clear development goal of spatial structure and development direction for metropolitan area, and a clear functional positioning of every city in the area, the overall transportation infrastructure and information network layout shouldn’t be ignored. Work hard on the formation mechanism of creative metropolitan area, we can do a better job in the convergence of metropolitan planning, urban system planning, land use planning and ecological environmental planning, have a more developed city group construction, enhance the innovation ability of metropolitan circle.Firstly, this paper deeply analyzes the knowledge of innovation system’s development and the theory of metropolitan circle, and then redefined the connotation of creative metropolitan area. The creative metropolitan area which under the new urbanization view, should base on the development of the city group, rely on the core cities’ innovation resources and information network. The spontaneous formation of innovative ideas flow fusion in circles, promote innovation activities continue to rise, breed good innovation atmosphere and enhance the whole circle’s innovation ability. At the same time, radiation effect of core cities are strong, mesh series each city circles, favorable market policies, mature innovation environment and information exchange platform are the characteristics of a creative metropolitan area. A mature creative metropolitan area is the collection of talent, capital and technology, the fusion of government, industry, university and scientific research institutions, which got a high rate of innovation achievement for production. All of these features let creative metropolitan area to be a good social leading role and have much more powerful capacity for the follow-up development.At the same time, through the analysis of the international creative metropolitan areas’ development mode, summarize the creative metropolitan area’s formation mechanism, get a general regularity. And on this basis, try to reconstruct the modern evaluation system of creative metropolitan area. Using SPSS software to analysis the three metropolis circle index data of 2012, got the results that under background of the new urbanization development, our country should focus on enhancing core urban primacy index, constructing reasonable metropolitan city system and integration innovation cooperation platform, and perfecting the training plan for technology innovation and talent incentive mechanism. Strive to create a conducive to innovative culture atmosphere and develop high-tech industrial clusters, which can help our country’s metropolitan to become a creative metropolitan area and have our own characteristics.
