Regional innovation capability is the source and impetus for regional development, also is the key factor for competitiveness. As the "vanguard" to explore advanced development pattern, national sustainable development experimental area should enhance the sense of mission and responsibility of improve innovation capability level. The first step of improve experimental area innovation capability effectively is to evaluate the innovation capability. Innovation activities in urban experimental areas are active and frequent, which is the model and leading role for development of large and medium cities. By searching for related literature, we find that innovation capability evaluation study for nation and province is rich while innovation capability evaluation study for urban national experimental areas is rare. Therefore, in support of the national science and technology support program, this thesis combine characters of urban national experimental areas and connotation of innovation capability, evaluate innovative capacity of urban national experimental areas, try to provide demonstration for the similar experimental areas and cities which the urban experimental areas belong to.First, related research background and significance are elaborated. Then, combining the characteristic of urban national experimental areas, the concept of national sustainable development experimental area’s innovation capability is introduced. Then, study of regional innovation capability evaluation and research status of national sustainable development experimental area are reviewed. Next, evaluation index system fit for evaluating urban sustainable development experimental areas is proposed. On the basis of this index system, innovation capability evaluation method and calculating model to calculate sustainable development coordination degree are introduced. Based on the above methods, on one side, the thesis research innovation capability of 50 urban national experimental areas, which shows that innovation capability is high in developed urban experimental and low in less developed areas. Different urban areas in the same city rank close in innovation capability, which can verify the rationality of evaluation methods. On the other side, using coordination degree model, this thesis analyzes the sustainable development coordination degree of 50 urban experimental areas. Research finds that most of the urban experimental areas are in a transitional phase or a development phase, which worth recognition, but only a few urban experimental areas are in good coordination phase, most of them should solve and optimize the factors, which affect sustainable development. In addition, there is no clear relationship between level of innovation capability and development coordination degree.50 urban experimental areas are divided into 4 types (high innovation capacity level-high sustainable coordination degrees", and "low innovation capacity level-high sustainable coordination degrees", and "low innovation capacity level-low sustainable coordination degrees", and "high innovation capacity level-low sustainable coordination degrees"). Further analysis showed that science and technology innovation promotes the improvement of innovation capability, social cohesion has a positive correlation with sustainable development.
