With global warming, caused by melting polar ice, rising sea levels pose challenges to the human environment, and anthropogenic greenhouse gas emissions within the city is the most important change in global temperature factors, therefore, how to effectively reduce carbon emissions imminent. Since the compact city to effectively alleviate traffic congestion, improve urban land use efficiency, improve the ecological environment plays an important role. Currently many European and American countries and regions have as a core element of urban planning. Most of our domestic scholars generally believe that the compact city to alleviate urban overcrowding, the achievement of low-carbon urban development plays an important role in promoting.In recent years, the new urbanization with Chinese characteristics, the pace of urbanization continues to accelerate, making Xi’an expanding area of urban land expansion, ground increasing congestion, environmental degradation, largely to build low-carbon cities bring threats and challenges. "Thirteen Five" plan, Xi’an overall goal is to build "121", that "with the point of a two highland city", namely the construction of a new starting point of the Silk Road economic belt, to create "along the way" of innovation and inland highlands reform open to new heights, the initial formation of an international metropolis with a historical and cultural characteristics; and green development as a priority development options in Xi’an, green, low-carbon, recycling-oriented tone, to achieve ecological environmental qualityimproved significantly. Because Xi’an is located in the geographic center of China, it is the connection of a major transportation hub in western China. At present, Xi’an has formed the aviation, rail, road consisting mainly of modern transportation network. Meanwhile, Xi’an plans to build more than 10 million people, an area of 1,000 square kilometers of large cities in 2020. Therefore, positioned as an international metropolis Xi’an, the city space to build compact form for ease urban traffic pressure, evacuation of the population congestion, minimize carbon emissions, low-carbon city to build an important role in safeguarding.Based on the core meaning of compactness select five core indicators with a highly relevant, 10 secondary indicators to build a compact city of Integrated Measurement Indicator System, select the nine zones in Xi’an as the research area, according to the "Xi’an Statistics Yearbook(2005-2015), " Attaining the required data using principal component analysis, statistical analysis software SPSS21.0 in support of Xi’an in 2004-2014 degree measure of compact and analysis; and according to IPCC estimates of carbon emissions released method selection and compactness indices highly correlated with the type of energy to get the amount of energy consumption based on official data published in Xi’an, and coal conversion coefficient based on the raw data into estimates required data, of Xi’an in Year 2004-2014 carbon emissions were estimated; then with SPSS21.0 statistical analysis software Xi’an compactness relationship between carbon emissions and make the correlation analysis, to further clarify the impact of the relationship between the two, it regressed. The main conclusions are as follows:(1) 2004-2014 showing a clear upward trend in the overall compactness of Xi’an city, urban planning and development tends to compact. This is in large part by the government macro-control planning, population and land use and factors affecting factors, these factorsalso have an impact in influencing its future direction, while its properties and functional positioning, so that the urban spatial structure change.(2) 2004-2014 in Xi’an carbon emissions from large bodies fluctuated downward trend, which advocates Xi’an build a "resource-saving and environment-friendly" and "Two-oriented" society and actively create a national forest city are inseparable; Meanwhile, Xi’an efforts to adjust industrial structure, and gradually replace the elimination of high energy consumption, high pollution, industrial enterprises, and actively promote the high-tech industry, the green industry development, to achieve a low-carbon urban development.(3) it is consistent with many scholars at home and abroad results Measurement results showed that urban compactness and presenting a reverse correlation between carbon emissions, compact high city can promote low-carbon development. Compact city is more and more foreign scholars believe is a sustainable urban form, this study found that compact cities can effectively shorten commuting distance, reduce urban traffic generation amount, thereby reducing energy consumption and reduce environmental pollution and promote Construction of low-carbon city.(4) to achieve low-carbon development in Xi’an, Xi’an suit made based on the actual status of urban spatial morphology optimization guide policy, namely by determining the rational urban growth boundary, adopted in cluster structure and morphology of space, the implementation of TOD(Transit Oriented) development model increase ecosystem conservation efforts and other policies, with a view to a compact urban theory and urban low-carbon development of organic unity, development and serve as a model for future Chinese urban planning.
