Research On The Development Path Of The Outward Oriented Economy In The Construction Of The Silk Road Economic Zone

Following the strategy of the development of the west of China, we put forward the Silk Road Economic Zone; it is the west opening and the western development as one of the integrated policy and economic and trade cooperation upgraded version standing in the perspective of internationalization. The Third Plenary Session of the 18 th CPC Central Committee pointed out that to expand the interior border open, accelerate infrastructure construction with neighboring countries and regional, promote to construct economic belt of the silk road.Revival of the ancient Silk Road, will greatly promote the trade cooperation between China and the Eurasian countries to promote the prosperity and development of export-oriented economy. The second central Xinjiang work forum stressed to construct Xinjiang as the core area of good Silk Road Economic Belt playing a special role in the new situation of stability and garrisons based on regional advantages. Be located in the opening to the west front and the Silk Road Economic Belt, Xinjiang neighbors with Mongolia, Kazakhstan, Kyrgyzstan, and its border line up to more than 5600 kilometers,with the inherent advantages of export-oriented economy, and the Corps has the same advantage also because it is located in the territory of Xinjiang. Therefore,that grasping the opportunity of the construction of the Silk Road Economic zone, and actively participating in the construction of the Silk Road Economic zone is conducive to achieve a deep level of cooperation between the Corps and the countries belong the Silk Road economic zone, and it is of great significance for enhancing the export-oriented economic strength of the Corps and achieving long-term peace and stability in the Chinese border.This paper firstly defines the connotation of the export-oriented economy on the basis of relevant research results related to the development of export-oriented economy At home and abroad. And on this basis, the export oriented economy of the Corps was analyzed from five aspects:First of all, analyzing the development status of the export-oriented economy of the Corps; Secondly, Constructing the comprehensive index system from the four aspects of the external economic basis, the scale of the outward economy, the degree of outward economy and the outward competitiveness, and evaluating the development level and efficiency of the export-oriented economy with the comprehensive evaluation method and TOPSIS model. Third, this article get the Short term dynamic prediction of development prospects of corps export-oriented economy with the quadratic smoothing method; Fourth, analyzing of the strategic environment of the development of the export-oriented economy of the corps from the advantage of the Corps of export-oriented economy, restricted factors and opportunities and challenges along with "the Silk Road Economic Belt" under the construction background of the "Silk Road Economic Belt";Finally, putting forward the path of export-oriented economic development on the basis of comprehensive analysis of the export-oriented economy.Through the research, this paper argues that the trend of the export-oriented economic development level of the Corps is rising,the change of outward economic degree is the main influence factor of the change of the outward oriented economy; Outward economic base and outward economy scale provide a solid guarantee for the development of export-oriented economy under the support of policy from Xinjiang and the country; Although the export competitiveness has a smaller proportion, but its effect on the Corps of export-oriented economic development can not be underestimated.Although the gap between the efficiency and the ideal value of the export-oriented economic development in the Corps is narrowing, it is still very large, Under the existing conditions, the efficiency of the export-oriented still has a large space to improve.Between 2015 and 2019, the export-oriented economic development will show a slow upward trend, and this trend will continue in the next few years. The development of export-oriented economy has many advantages, such as geographical location advantage, cultural advantage and policy support, but also facing the complex international economic environment and special system and other constraints. Based on this, this paper believes that the choice of the development path according with the actual situation of the Corps of export-oriented economic could improve the corps economy better.
