September 2013 and October,Chinese President Xi Jinping has proposed to build a "Silk Road Economic Belt" and "twenty-first Century Maritime Silk Road" 2 major initiatives.In March 2015,the state issued the "drive to build the Silk Road Economic Belt" and "twenty-first Century Maritime Silk Road vision and action",Xinjiang will be clearly positioned as the core area of the Silk Road Economic belt"."The Belt and Road" especially "the Silk Road Economic Belt" strategy provides a great opportunity a promising future,not only to promote a new round of China's opening to the world with the countries along the Belt and Road map,but also expand the construction of Xinjiang Production and Construction Corps agriculture opening to the west in the context of "going out" the new development pattern.Under the framework of the "Silk Road Economic Belt" strategy,the paper systematically studies and probes into the strategic issues of "going out" of corps agriculture,which is divided into five parts.The first part: introduce the research background and significance of this paper,clarify the main research contents,methods,possible innovations and shortcomings.The second part is about the agricultural "going out" strategy to study at home and abroad have made a systematic review and analysis,and then introduces the agricultural "going out" strategy of the origin and development,the connotation and denotation of the Corps of agricultural "going out" the opportunities and challenges,and the path,problems and countermeasures.The third part summarizes the historical stages and main characteristics of Xinjiang Production and Construction Corps agriculture "going out",generally explained the 5 aspects from agricultural foreign investment,the export trade of agricultural products,scientific and technological cooperation,enterprises "going out",foreign aid etc.This part summarizes the main problems during the development of the Xinjiang Production and Construction Corps agriculture "going out" from the Corps,enterprises and the other three aspects.The fourth part: use SWOT and PEST as the strategic environment analysis tools,analyze Xinjiang Production and Construction Corps agriculture "going out" factors of internal strengths,weaknesses,opportunities and threats factors as well as political factors,economic,social and scientific macro competitive environment system,lay the foundation for the following analysis of the theoretical and empirical analysis.The fifth part: summarize the practical experience,combined with the specific case,analyze and discuss Xinjiang Production and Construction Corps agriculture “going out”strategy around the strategic positioning and development goals,basic principles and key areas,industrial areas and the layout.The sixth part: start from the effect of agriculture in " the construction of the Silk Road Economic Belt",the competitive environment,the combination and interaction with other industry and enterprise development,prospecting the future of agriculture "going out".After that,it is a discussion about the key issues such as the top design,the main mode,the sustainable development and the comparative advantage transformation of agriculture "go out",and some concrete suggestions are put forward.Last part is a summary of the full text,and emphasizes Xinjiang Production and Construction Corps agriculture "going out",we must carry out the new concept that is “innovation,harmony,green,open andsharing”,walking in a way of high output,product safety,resource saving and environment friendly;we have to coordinate the agricultural "going out" relationship between agricultural modernization of the Corps,try to realize the internal and external force,promote joint development.
