As a new type of spatial economic organization between the market and the system,industrial clusters are the current trend of world or regional industrial development.The export-oriented industrial clusters,as an important component of China's central and western industrial clusters,are the rapid development of foreign trade.The key driver.Xinjiang,as China's bridgehead to Europe and Asia,plays a decisive role in the construction of the Silk Road Economic Belt.With obvious advantages in location and resources,Xinjiang has become the key to opening up to the west of China.In order to give full play to the status of Xinjiang as a core zone in the construction of the Silk Road Economic Belt,deepen its industrial cooperation with countries along the Silk Road,and regard export-oriented industrial clusters as a key development target and build an industrial system for the international market.In order to enhance the international competitiveness of Xinjiang's industries,enhance industrial economic strength,tap the potential of opening up to the west of Xinjiang,realize the coordinated industrial development and deep-level cooperation between Xinjiang and the countries along the Silk Road,and lay a solid foundation for the leap-forward development of Xinjiang's economy.This article combines empirical analysis with normative analysis,qualitative analysis,and quantitative analysis.With Xinjiang as the theme,based on the construction of the Silk Road,we will study how Xinjiang,a country along the Silk Road Economic Belt,should develop outward-oriented industrial clusters.First,the development base of Xinjiang's outward-oriented industrial clusters in the construction of the Silk Road Economic Belt.From the aspects of resource endowment complementarity,complementarity of industrial structure,and trade complementarity,the practical basis for the development of export-oriented industrial clusters in Xinjiang and Silk Road countries was analyzed,and the economic and trade cooperation between Xinjiang and the major countries along the Silk Road Economic Belt was discussed in depth.And the development base of industrial clusters in different regions of Xinjiang;secondly,the development level of Xinjiang export-oriented industrial clusters in the construction of the Silk Road Economic Belt.From the four dimensions of industrial scale,industrial concentration,industry relevance,and industry extroversion,12 secondary indicators were constructed.Based on maximization of variance and cluster analysis,the development status of Xinjiang export-oriented industrial clusters was measured and selected.The industry has formed a cluster.At what stage is the development of the current cluster and how is the development potential of the outward-oriented cluster? Third,the development defects and constraints of Xinjiang's export-oriented industrial clusters in the construction of the Silk Road Economic Belt.Analyze the development defects of the countries along the Silk Road Economic Belt from the three stages of cultivation,low-level development,and mature development of the outward-oriented industrial clusters,and comprehensively explore the constraints;Fourth,Xinjiang's export-oriented in theconstruction of the Silk Road Economic Belt Industrial cluster development path design.Through the above measures,the development level of industrial clusters and the transitional period for cluster development at different stages of development are designed,appropriate development paths are designed,and a simple planning is made for the development of the clusters.Finally,the development strategy and safeguards of Xinjiang export-oriented industrial clusters are discussed.Through the above research,the following main conclusions are drawn:(1)Most of the industries in Xinjiang are still in the stage of cluster development and development.The export-oriented industrial clusters of the textile and clothing industry are in the low-level development stage of "combination," but the outward-oriented features are not obvious,but they have certain outward directions.The development potential of the clusters;the export-oriented industrial clusters of the agricultural and non-staple food processing industries are in the mature stage of “netting” and the characteristics of the outward-oriented clusters are prominent.(2)Through maximization of deviations and cluster analysis,Xinjiang has formed industrial clusters with a strong potential for the development of export-oriented industrial clusters,including the textile and apparel and apparel industries and agricultural and non-staple food processing industries.The clusters of natural gas extraction,textiles,apparel and apparel industry are in a low-level stage of development.The agricultural and non-staple food processing industry clusters are in the mature stage of “networking”.Through the industrial classification matrix,each cluster presents its advantages and disadvantages..(3)Through constructing the layout plans for the transitional stages of different cluster developments,it was concluded that the transportation equipment manufacturing,metal smelting and processing industries have a high comprehensive influence on various industries and are indispensable for the internal support value layer of each industrial cluster.
