As we all know, the transfer of rural surplus labor force not only affect the development of rural economy, but also affect social stability. Development of entrepreneurship economic have provided a new path to transfer rural surplus labor force. However, the study found that farmers encountered many problems in the process of entrepreneurial, and some of these issues cannot be resolved overnight, because those involve some long-form factors such as social environment, cultural and individual characteristics. As an ideology, the ability of entrepreneurship have a great impact on all aspects of entrepreneurial farmers,and predict whether it success. Xinjiang is the westernmost area of China. There are 47 ethnic minorities living here. The proportion of minority population in Xinjiang accounted for most number of people,however, affected by various factors, many ethnic minorities are living in lower standards. To promote employment through entrepreneurship is another way to solve the problem of the current minority farmers in Xinjiang. Therefore, it is important to study the status of entrepreneurial ability of minority farmers in Xinjiang, and to improve the success rate of entrepreneurship.Based on those above, this paper by combing the domestic and foreign entrepreneurial capacity of the literature, to find out the research methods needed to adapt to this paper. We combine ten indicators DEB Markley test table with two indicators of the characteristics of ethnic minorities in Xinjiang farmer entrepreneurship, to establish the index system of Xinjiang minority entrepreneurial capability, in order to take empirical analysis on Xinjiang ethnic entrepreneurial capability of peasants.First, entrepreneurs and entrepreneurs are not two groups of a total of 247 parts of Minority farmers entrepreneurship Questionnaire sample data using principal component analysis method based on factor analysis, from ethnic minorities reflects the entrepreneurial capacity of 12 farmers indicators extracted innovation, cooperation, learning and development, toughness, access to resources of the five factors, as farmers entrepreneurial capacity of Minority overall assessment and evaluation of individual characteristics.The overall results of the evaluation are:(1) the overall level of entrepreneurial capacity of farmers in Xinjiang Minority general low;(2) the level of farmers’ entrepreneurial capacity of Minority level is not high;(3) the entrepreneurial ability than non-entrepreneurs and entrepreneurial abilities. Mainly by the individual characteristics of the evaluation from ethnicity, age, education level, identity(the village cadres,technicians), gender, household income cross-analysis evaluated(specifically see below). Secondly,through the evaluation results to determine the strength of Minority farmers entrepreneurial capacity, then the use of logistics regression analysis factors Farmer entrepreneurial capacity minorities. Factors Influencing the Minority farmers obtain a variety of entrepreneurial ability, divided into individual characteristics, work and study experience, social capital, entrepreneurial atmosphere, culture five modules.Final policy recommendations based on the evaluation of the results obtained and the factors affecting their entrepreneurial capacity, in order to improve the level of entrepreneurial capacity of farmers in Xinjiang minority.
