Research On Land Using Efficiency In Circulation Under DEA-MALQUIST Model

"Hunger breeds discontentment,and land is the fist necessity of the food",The land is the source of human reproduction, and the root of all survivals. Since the opening-up,although the Chinese economy is growing rapidly and has scaled new heights,land,as the core factor of production,is still the source of economic development. With the arrival of new urbanization,the contradiction between strong demand for land due to urbanization and farmers urgent need for arable land becomes increasingly prominent. The farming productivity of scarce agricultural land resources is affected by the law of diminishing marginal benefits. This situation can only be improved from increased investment in land area,finance and human input. Based on the conditions of China’s large population and few arable lands,more arable lands are impossible. Thus,to strengthen the use of land,improving efficiency and land transaction marketization are the only way,among which land transfer is the key factor to improve the agricultural farming land,and land efficiency is essential to its transfer.With this background,this paper discusses the importance of the land using efficiency in circulation and the way to evaluate land resources utilization efficiency among land transfer. At the same time,this paper improves the conventional single factor index in land using efficiency,which includes land element in investment index and contains other elements associated with the production process; and the output indicators take economic,social,ecological aspects into account,the eventual establishment TFP using efficiency indicators about land transfer providing the necessary and feasible theoretical support for the study of the utilization efficiency of the circulation of land resources. While building DEA-Malquist model,this paper combines the C2 R and BC2 model of data envelopment comprehensive analysis to evaluate the efficiency of land transfer resources utilization in the three northeastern provinces,Hebei,Shandong and Inner Mongolia provinces from 2004 to 2014. Besides,the Malquist productivity index method was applied to the analysis of integrated efficiency change,technical efficiency change and scale efficiency change on utilization of land transfer resources of the northern provinces from 2004 to 2014. Through the above research and analysis,we found that the overall utilization efficiency of land transfer resources in northern provinces is generally good,especially in Shandong,Liaoning and Inner Mongolia; the comprehensive utilization efficiency change of land transfer resources appears an overall rising trend. During the stage researched,to improve the comprehensive utilization efficiency of land transfer resources lies in optimized technical efficiency, and increased scientific and technology investment,which will help to further improve the utilization efficiency of the transfer of land resources in northern provinces. The main factor limiting the rising of the comprehensive usage efficiency of land resources utilization in the northern provinces is the scale efficiency of land transfer utilization. The improvement of land circulation method and the optimization of industrial structure of the circulation are in the position to resolve the severe situation of land transfer resources shortage in the northern provinces.This study is of important significance to the improvement of the efficiency of land transfer resources utilization in Shandong,Inner Mongolia and Hebei,which will also help the promotion of the sustainable development of the three northeastern provinces.
