with the continuous improvement of China’s economic development and agricultural production technology, our original fragmentized agricultural business mode of smallholder farmers is not suitable for the development requirements of China’s economy. Farmers’ income increases slowly. The agricultural modernization has become one of the major problems for China to achieve its sustained and rapid economic development and the adjustment of economic structure. With the urbanization process of more than thirty years, China’s urbanization rate has reached 55% in 2015 and the labor force population has increased over the peak while the increasing trend turned to decline in 2012. At this time, it is a problem worthy of further study whether the agricultural sector can continue to provide a large number of cheap labors for non-agricultural sectors.According to the situation of cultivated land resources and the number of people employed in agriculture in Anhui Province, this essay refers to the model of Qian Guixia, Li Ninghui(2004), makes the corresponding adjustment basing on the economics theory meaning of various variables and a variety of constraint criteria in econometrics, and establishes a comparatively reasonable agricultural production function. From the perspective of peasant s as brokers and the pursuit of benefit maximization, this essay balances the income and cost, uses many methods to estimate though the years of panel data of several cities in Anhui Province collected by the Eview software, and finally receives the reasonable estimation of the moderate land acreage per labor in Anhui Province. The estimation results show that in Anhui Province, the present cultivated land acreage per labor is much smaller than the moderate land acreage per labor. Meanwhile, it also shows that a large number of surplus labors are detained in the present agricultural sector which is still the sector with rich labor resources in China and can make contributio--ns to China’s economic development. Therefore, it is essential to continuously improve the transfer of surplus labor force, lower the threshold, improve farmers’ qualities and rem--ove the obstacles of migrant workers into the city. It is the only road of increasing farmers’ income to develop the agricultural scale management.
