In recent years, the growing demand for hazardous chemicals in industrial enterprises with the development of China’s economy, the volume of dangerous goods transportation sharply increased. Due to the nature of dangerous goods, once the occurrence of accidents during transportation, the consequences is more serious compared to the general traffic accidents. It is not only causing the loss of hazardous materia and vehicles and affecting the drivers and handling personnel safety, but also causing surrounding environmental pollution and equipment damage. According to the relevant statistics, liquid dangerous goods is the greatest source of danger. On the other hand, the transport volume has increased greatly by the continuous development of the international multimodal transport, give full play the comprehensive advantages of the various modes of transport.This paper analyzes the accident statistics of different modes of transport and analyzes the influence factors of the accident of liquid dangerous goods during transportation from the view of human-material-environment-management points.Starting from the influencing factors of the accident, this paper lead into the impact factor of the accident probability to adjust the probability, which makes it better to reflect the probability of the occurrence of the actual accident. This paper establishes the evaluation system of the impact factor of the accident probability and applys hierarchical analysis method to determine the index weight. Then the impact degree of each index is divided, and establishing the accident probability evaluation model. Combined with the accident consequence analysis, the risk assessment model is obtained.Then this paper analyzes liquid dangerous goods multimodal transport cost, divides the cost into the transportation cost, the transfer cost, the time cost three aspects, respectively gives the quantitative model. Based on the three costs, a corresponding model is established for multi modal transportation cost of dangerous goods. Standing in the angle of the multimodal transport operator, give full consideration to the transportation risk and cost to formulate the whole scheme of planning, in the whole transport network to find out the best means of transportation and the optimal line between cities, makes the risk and cost as much as possible minimized.Based on the consideration of both the risk and cost, the optimization model of the multimodal transport path of liquid hazardous is established. In the combination of the existing situation improves the construction of virtual transport network and coding method in the genetic algorithm. Finally, combined with an example, the model and algorithm are applied to the relevant data acquisition, and the optimal solution is obtained. Finally, the model has certain reference significance to the multimodal transport operator to formulate liquid dangerous goods transport plan.
