Animation Industry is the important cultural industry with the characteristic of dense capital, dense technology,dense knowledge and dense talent and it is burgeoning and rising industry with great potential in the 21st century. It is economically and socially meaningful to develop animation industry. As for the economic meaning, animation industry is circulatory and healthy and it can directly promote the continual development of regional economy. It makes the enterprises gain profits and at the same time gain public finances. It also promotes export tax and realizes the adjustment of industrial structures. As for the social meaning, it flourishes the culture, sets up national image , educates the young people, safeguards culture security, lightens employment pressure and maintains social steadiness . As one of the first nine movie and cartoon industrial base, Changzhou has made some achievements after 3 years development. But compared with the advanced areas such as Beijing, Shanghai, Guangzhou, Hangzhou and Changsha. Changzhou still lags behind. This paper discusses how the government sets up public policies to promote Changzhou animation industry development quickly and smoothly.Bottom on the academic base of public policy of animation industry development, the thesis discusses the guiding function, controlling function, adjusting function and serving function. On this basis, this thesis analyzes the achievements during the process of developing animation industry. For example, the base scale extends constantly; the amount of enterprises increases constantly; the whole quality of the product improves constantly; the talent troop expands and development circumstance beautifies constantly. And it analyzes the problems of baleful competition, immature domestic market circumstance, being short of talents and lack of innovation. From the policy point, it concludes the reason is as follows: Industry plan is unscientific. It lacks regional concert mechanism. Talent policy is imperfect. Financing mechanism is not sturdy. Then it expounds the succession of the animation industry policy in China. It analyzes the industrial policy of animation industry in some advanced cities. On this basis, it puts forward the methods of promoting changzhou animation industry from the point of industry policy, finance policy, science and technology policy, talent policy and ensuring public policy implement.
