Urban underground pipeline is the important component of urban infrastructure, the fundamental guarantee of efficient operation of modern city, and the artery for maintaining urban normal operation. For checking out the underground pipeline status of Shijiazhuang City, promoting the unified planning, rational development and scientific management of urban underground space, changing repeated road excavation and unordered construction situation in urban construction, further perfecting urban functions, facilitating efficient, orderly coordinated progress of urban construction, ensuring orderly urban development and people's lives and properties safety, and responding to the guiding opinion of the General Office of State Council on strengthening urban underground pipeline construction and management, Shijiazhuang City specially organized to develop urban underground pipeline detection and pipeline information system construction project.By virtue of general survey on underground pipelines throughout the city, establish underground pipeline comprehensive information management system establish, laying foundation for planning, comprehensive utilization and scientific management of underground space of provincial capital city. The downtown area of Shijiazhuang City is about 280 square kilometers. Underground pipeline is complex and complicated, which has close spatial relations with other underground space facilities such as subway, civil air defense, and pipe gallery. Meanwhile, it has tight spatial correlations with surface and overground ancillary facilities and building facilities. By virtue of surveying and gathering data and applying technical measures such as reconnaissance, various kinds of municipal underground pipelines were identified to establish pipeline comprehensive information management system, thereby providing basic data for effective management, safety operation and emergency disposition on provincial capital underground pipelines, offering data platform for dynamic updating and information co-sharing of underground pipeline information, and providing scientific basis for urban planning and construction in future.In particular, the database is designed in detail.With the combination of Oracle and Arc SDE model into,take Oracle as database main body, using Arc SDE to manage the database,the Geo Database model is used to design the data organization form of the Arc GIS model.The main contents of the database include pipeline data, basic geographic information data and metadata.By using data elements, data elements classification coding and data attribute structure table, the method of the main steps for pipeline database construction.In system function design and implementation, there are 8 subsystem function modules including underground pipeline data supervision storage subsystem, underground pipeline data management subsystem, underground pipeline data editing subsystem, and underground pipeline 3D comprehensive analysis subsystem. In full life cycle-based 3D pipeline application and sharing platform of Shijiazhuang City, geographic information system provides geographic information sharing and service platform for other application subsystems. Meanwhile, it processes the geographic spatial data of pipeline industry, and builds database on data for providing sharing and services.
