In the "13th Five-Year" plan,the government proposed the strategy of expanding the blue economic space and building China into a marine power.In the modern marine economy,financial support is the key to the development of marine economy.The construction of a good marine power should consider the role of finance as an important support.At present,there is still a lack of systematic research and theoretical guidance in the field of marine financial research.In this paper,we propose to establish marine finance,aims to enrich the theory and empirical study of marine finance,to provide some strategic recommendations for the government to develop marine finance.In this paper,we regard marine finance as the object of study,and learn from the other world marine powers to develop marine finance.Explaining the meaning of marine finance,and summarizing its characteristics and operating mechanism.In this paper,it is believed that the marine finance has the characteristics of strong specialization and industrial agglomeration,which needs the combination of the government driven support and market-oriented operation.The capital of this financial system is mainly coming from the ocean banks,government finance,private capital and finance markets,then finally entering the marine sector which has lots of financial need.As the particularity and the risk of the marine natural environment,the development of marine finance also needs the marine insurance to play a fundamental role in risk compensation.At present,in the context of construction of the 21 st Century Maritime Silk Road,the creation and development of marine finance meets the right time.In this paper,the author analysis the necessity and feasibility of the creation of marine finance serving for the 21 st Century Marine Silk Road.From the perspective of necessity,this paper estimates the financial gap of the listed port companies of our country in twenty-first Century Maritime Silk Road,and finds out that these listed port companies' actual capacity is much lower than the theoretical capacity.The gap is enlarging year by year,so the huge gap of financial supply needs to develop marine finance to meet the financing needs of marine enterprises.From the perspective of feasibility,firstly,China's marine economy booming in recent years,has a good economic foundation;secondly,the coastal local government is increasing emphasis on financial support for the development of marine economy,and has been actively attempt in offshore financial field;thirdly,in the context of building the 21 st Century Maritime Silk Road,developing marine finance is conductive to the development of the marine economy.For example,in Guangdong Province,the marine economy is ahead of the country,and has a highlighted advantage in marine industry.According to the result of the measurement of the location quotient,the marine industry in Guangdong province has a certain degree of agglomeration,which provides a good economic condition for the development of marine finance.Finally,this paper puts forward some advices of the developing marine finance in Guangdong Province under the background of the twenty-first Century Maritime Silk Road: the government should conduct the development of the industry,encourage and support social capital involved,in order to make the financial support play a role in the marine economy.Such as,to set up the Guangdong finance office to perform the functions of government planning,guidance and supervision;set up the marine development bank,or encourage commercial banks to set up offshore financial department,in order to increase credit support;encourage the development of marine funds,including marine industry investment fund and the maritime trust fund,so that actively expand the financing channels of marine economy.
