Research On The Capability Of Earthquake Emergency Rescue

Fujian province is located in the west side of the Straits,is an important historical cultural origin and Trade Center,is also the focus of the twenty-first Century Maritime Silk Road region,has complicated geographical environment,economic development,population density and the realistic characteristic.At present,Fujian’s economy is still in the development and construction of city level is also rising,13 PX projects planning in China or have been built,including 2 in Fujian Province,Chinese 14 nuclear power projects,2 of which are in Fujian Province.At the same time,Fujian is located around Taiwan seismic zone in recent years,the frequency of earthquake is relatively high,the seismic situation is not optimistic,the event destructive earthquake will bring serious damage to the construction of Fujian province.Therefore,to enhance the ability of emergency rescue is an urgent problem to improve the level of emergency management of Fujian earthquake disaster.This article sorted out the previous earthquake in Fujian area in recent ten years of earthquakes,and a brief analysis of the natural conditions,social conditions and the province earthquake zone distribution,at the same time,starting out from the typical case of Fujian province rescue forces to participate in the rescue of the inside and outside the province in the phenomenon,combined with the content and the actual state of the rescue ability the construction of reference rescue capability include "organizational security,operation security and logistical support" these three security content,put forward the"earthquake relief headquarters building,professional team,improve the quality of the number of volunteer force mobilization,building regulations,construction plans,standardization construction,coordination mechanism,logistics supply" these eight aspects the problems need to be improved.This paper also puts forward the basic principles of rescue ability construction should achieve the goal and should follow,and put forward the problems,based on the actual situation,referring to the domestic and foreign advanced practice,creatively put forward the countermeasures and methods.It is hoped that through the research on the construction of the rescue capability,it can effectively improve the management level of the emergency earthquake disaster in Fujian province.
