Since reform and opening-up, Environmental pollution, especially waterpollution accidents, has been a high trend with the rapid development of economy.It has taken huge challenges to people's safety and property. Expert system and DSSprovide a convenient and reliable way for decision makers to reduce the time ofdecisions. As most of the pollution incident has similarities, most of expert systembased on case-based reasoning or rule-based reasoning.For similarities of water pollution, the paper puts forward a model. This modelis for Water Pollution Emergency Screening and Assessment based on case-basedreasoning and rule-based reasoning technology. In order to solve the problem thatCBR efficiency decreases with the increasing in the number of cases, the paper usethe case method of clustering. Referring to the method of retrieval research, thepaper uses the vector space model to calculate the similarity of cases. Analyzing thecharacteristics of water pollution cases, it may be thinking of using k-meansclustering to the case. Discussing the rule of technology and the assessment systemof technology, this paper puts forward a method based on RBR and theassessment system of technology.This paper will elaborate from two aspects: the similarities of accident and thefeatures of Technology. The models have been used in the screening and assessmentof emergency techniques. And the model is viable through experiments. Eventually,based on model, this paper develops an application system “The screening andassessment of emergency techniques on the water pollution”.
