Along with the construction of emergency rescue gradually cause the attention from all walks of life in our country, in order to reduce production accident brought about by the adverse effects, more and more coal enterprises have begin to pay attention to construction of emergency rescue work, As coal mining enterprises is an important part of the construction of the emergency rescue, emergency rescue ability of coal mining enterprises evaluation research has important theoretical and practical significance.According to the connotation of coal mine emergency rescue capabilities, considering the influence factors of coal mine accident emergency rescue capabilities, according to the principles of index system building, steps and the related research results at home and abroad for reference of emergency rescue capability evaluation, on the basis of the comparative analysis to design the evaluation index system of coal mine emergency rescue capabilities. The evaluation index system is composed of evaluation targets, indicators and secondary indicators, coal mine emergency rescue ability is evaluation target, primary index is composed of four evaluation indexes, the secondary index is composed of 24 evaluation index. In this paper, on the basis of statistical data, by using the theory of sequence relations and structured element theory, coal mine emergency rescue capability evaluation model was established, by statistical data can be greatly reduced the subjective evaluation, using the theory of structured element theory at the same time can also give full consideration to the statistical data error, for the evaluation of coal mine emergency rescue capabilities to provide a new way of thinking. According to the building of coal mine emergency rescue capability evaluation model, evaluate the emergency rescue capabilities with the Datong coal mine group, and puts forward some countermeasures for improvement, so as to provide the basis for the construction of emergency rescue.
