The Study Above The Effects From Urban-rural Dual Structure To The Governance Of Rural Ecological Environment

Urban-rural dual structure is forming by the economic and social development in a long history in China. With the fast speed development of economic and social, the impact from urban-rural dual structure is increasing, the gap between urban and rural development is gradually expanded, the different ways of solving environmental problems between city and country come out. As a part of ecosystems, the ecological environment problems in country are left over by the limit of this structure. The ecological environment is an integrated system, both of the city and country, they should be treated as a whole, rather than independent. The two sides are mutually influenced and promoted. With the different ways of problem solving, the ecological environment in city is gradually improved, but the environment in country is on the slide. Therefore, analyzing the deep reasons which caused environmental problems in the country with the urban-rural dual structure is the base to balance the environment governance between city and country and to build a integration system of environmental protection between the two sides.This paper chooses RenShou County ecological environment as an object, getting all kinds of information from literature reviewing、 the data in departments and local government. I used literature review、comparative analysis、chart analysis and field research method. Doing the research above the impact factors of the governance of ecological environment in RenShou County through reviewing the literature at home and abroad and combing the fact in RenShou County, making suggestions for building a integration system in city and country in RenShou County and other rural areas.The survey results have shown that the main reasons caused RenShou County environmental situation are the rural endogenous pollution caused by agricultural production and rural life which including the use of chemical fertilizers、pesticides、 plastic、the burning of straw and the domestic sewage、garbage、the pollution of township enterprises in rural areas. And the main reasons of exogenous pollution are the transferring of polluting enterprises, the transferring of the urban rubbish and the pollution caused by rural tourism. I found out the deep reasons of the governance of ecological environment contains two sides. On the one hand are the unreasonable structure of agricultural production、the out-dated of life-style and the low level of famers involvement with the influence of dual structure of social economy. On the other hand are the disunity environmental policies between in city and country and the lack of environmental input with the influence of urban-rural dual governance policy through analyzing the current situation and combing the fact of RenShou County. Then making four suggestion through the research, the current situation description, mechanism analysis. The first one is making a whole environmental protection planning. The Second one is building the whole environmental policy system in city and country. The third one is strengthening the environmental protection responsibility of the government. The last one is improving the famers’ environmental body enthusiasm.
