In recent years, the extreme environmental phenomenon often appear in our country, and the contradiction between environmental pollution and economic growth is more and more serious. To reduce and resolve this contradiction, explore one low-carbon economic growth path which suitable for China's national conditions has become a hot issue in today's society.Technological changes is the core of international competitiveness and the fundamental power of economic growth,it is the key to research the low-carbon economic growth, and the reduction of carbon intensity can effectively achieve the low-carbon economic growth target. Therefore,it is necessary to figure out the impact of the technical changes on carbon intensity. At first, this article analyzes the influence mechanism of the pathes of technological changes promote the economic growth and the impact of the technical changes on carbon intensity, and we know that through technical changes to explore the low-carbon growth path is feasible. On the basis of theoretical analysis,we use the statistical data carries out descriptive statistical analysis on the current situation of technical changes and carbon intensity, the conclusion shows that each indexes of technological changes appears a rising trend. But there are still many problems, for example, attaching little importance to the r&d;weakly scientific labor strength;the growth rate of foreign direct investment can't keep up with the growth rate of GDP and the poor quality of the patent for invention. However, since 2005 China's carbon intensity has a downward trend,it's suggests that our country pay more attention to technological changes in the process of speed up the development of economy. Then,we use the panel data of 30 provinces(not including Tibet)in our country from2000 to 2014,carries out the empirical analysis on the impact of the technical changes on carbon intensity in our country.Firstly, without considering spatial spillover effect,we use the panel data regression model to verify the technology progress and the carbon intensity exists a long-term equilibrium relationship. Then, taking the space effect into consideration,we use spatial econometric model to research the spatial spillover effect of the technical changes on carbon intensity in our country, the final conclusion is as follows: the increase of r&d,patent authorization quantity and r&d staff can reduce carbon emissions intensity, and the influence of foreign direct investment is not obvious. Then, adding space weight matrix, each variable has obvious spatial spillover effects, but only r&d and foreign directinvestment have an positive spatial spillover effects on reduce carbon emissions intensity. Finally, through the estimation results of the direct effects, indirect effects and total effects of SDM model,we know that r&d and foreign direct investment have an positive spatial spillover effects on reduce the carbon intensity of adjacent areas and the provinces of China, but patent authorization quantity and r&d staff only have direct effects. The empirical results show that at present our country has many aspects to be improved, for example, the type of introduction of foreign capital, the quality and quantity of patent authorization, the intensity of r&d staff and so on.We hope to have an positive spatial spillover effects on carbon intensity and ultimately achieve low-carbon economy growthFinally, according to this research conclusion, from the perspective of technological changes and emission reduction, this paper comes up with corresponding policy recommendations to adapt to the situation of our country's low-carbon economic growth path.
