In the context of dealing with the global climate problem and reducing the greenhouse effect,how to control the emission of carbon dioxide has become a hot topic in many countries around the world.In 2009,the Chinese government committed the emission reduction target officially:to 2020,carbon emission intensity than in 2005 decreased by 40%?45%.However,the vast territory and the unbalanced regional development,especially the significant differences among economic development,ecological environment and business type,the average reduction scheme is lacking in practical operation and social justice.Therefore,in order to control the total amount of carbon emission effectively and consider the regional differences in industries and enterprises,there are two major problems needed to be researched in depth:(1)How to design an effective allocation of carbon emission right.(2)How to study the optimal allocation of carbon emission right from the perspective of fairness,efficiency and sustainable sustainability.According to these problems,this paper studies the gradual distribution and optimization of carbon emission right in China based on the previous research results.The main contents of this paper include:(1)Through the summary of previous studies and the analysis of the current situation of carbon emissions,considering the differences in regions,industries and enterprises,the concept of RIE three layer distribution is proposed.Based on this idea,a new regional plan of carbon emission level is proposed,which breaks the traditional administrative boundary and classifies the areas with similar carbon emission characters into a same region.(2)Based on logistic curve and coordination degree model,a carbon emission right allocation model in regional level is built.With the environment limit considered,the results of the model can balance the regional economic development and ecological protection.Based on entropy method,a carbon emission right allocation model in industry level is built.In this model,we can quantify the industry heterogeneity and calculate the emission reduction.Based on the analogy of Boltzmann distribution,a carbon emission right allocation model in enterprise level is built.In this model,the carbon market is abstracted as an ideal gas model and the carbon emission allocation is affected by the interaction of enterprise historical emission responsibility and the emission intensity.(3)Do empirical analysis based on the dates from Chinese Energy Statistics Yearbook in 1998?2012,China Population Statistics Yearbook in 1998?2012,annual report for carbon emission in a certain area.The empirical results show that the allocation scheme based on RIE three layer model can avoid the one-sidedness of traditional allocation in regional level,can produce a better allocation result than Grandfather method and equiratio method,can achieve an effect where the high carbon emissions enterprises are punished and the low carbon enterprises are rewarded in enterprise level.(4)Based on the empirical analysis,this paper put forward proposals for regions,industries and enterprises in emission reduction work from two aspects of distribution scheme and the development concept.
