This paper describs the overall design process and method of large scale refinery in China briefly, and the principles of energy saving and emission reduction design for large scale refinery are summarized. the energy saving and emission reduction design of large oil refinery was carried out from the following four aspects of energy saving, water saving, environmental protection and new method of modern enterprise management(intelligent plant construction).Conducting some energy saving design for large oil refinery. We need to develop a general idea of the energy saving at the level of the whole factory structural energy saving and comprehensive energy conservation firstly, and then the design of energy saving scheme of large scale refinery was carried out by utilizing the low temperature heat recovery of the whole plant, the heat combination of the device, the optimal utilization of hydrogen resources and the gradual utilization of the steam power system as a typical device and system.Large scale refinery was designed through typical equipment, water supply and drainage system, heat and wind supply three aspects. In order to achieve water-saving purpose, to adjust the homogeneous oil removal technology, high concentration technology and low concentration technology as the core technology, and take on the production equipment, the whole plant system etc. unit of water process was optimized, set up water and sewage reuse system,to reduce the process of water and improve the condensate recovery etc. the goal of water saving was achieved by improving water-saving design.Environmental protection is designed by four aspects such as prevention and control of water pollution, exhaust emission control measures, noise pollution control measures, greening, groundwater pollution control measures. Recycling of non-organization waste gas discharged from solution was mainly designed. For the existence of oil storage and transportation in the economic and rationalisation, selects this difficult problem of the recycling process and recovery scale, according to the main composition and properties of the recycle gas, oil and gas recovery unit size, in combination with the need to control and achieve the exhaust emissions and use this for selection, methods such as membrane separation,condensation, adsorption, absorption or a combination of two different method was used to design for oil and gas recovery.This paper made an overall design and developed a step-by-step implementation plan on information architecture and intelligent application system of enterprise with 6 main parts, such as the concept of "Intelligent Factory", engineering construction synchronization, the management of business, production professional and infrastructure. Initially building intelligent factory which need focuse on the construction of ERP as the core of the management platform, MES as the core of the production platform and IT as the core operation platform,with achieving the strategic objective, of comprehensive support on first class refinery, comply the optimization of resource allocation and energy- reduction.
