Research On The Problems And Optimization Countermeasures Of Administrative Supervision Of Safety Assessment Organizations

In order to make the safety assessment effective for preventing safety accidents and improving the level of safety,China’s relevant laws and regulations make mandatory provisions on the safety assessment of enterprises and constructions in high-risk industries.Safety assessment organization is the intermediary organization of safety service,and it must be legal and standardized,because it concerns production safety and public safety.At present,safety assessment organizations have lots of prominent problems,inferior,false or inaccurate safety assessment reports often appear,and these problems have become threats to the production safety and public safety.Emergency management department is the supervisor of the safety assessment organizations.The widespread problems of safety assessment organizations reflect the shortcomings of the supervision of safety assessment organizations.Today,with the emphasis of “people first,life first”,safety assessment plays a bigger role,and solving the problems in supervision of safety assessment organizations becomes urgent.This paper conducts an in-depth investigation on the present situation of the supervision of safety assessment organizations by interviewing and literature,expounds the current situation and main problems of the supervision,sorts out the stakeholders involved in the supervision of safety assessment organizations,analyzes and points out that the motivation deviation of stakeholders and insufficient binding force of supervision are the principal reasons of the current problems.Also,this paper gives a general approach to analyze the specific problems of supervision from the micro perspective.By this approach,quantitative method can be used for in-depth analysis,and the applicable quantitative method is evolutionary game theory.Under the framework of evolutionary game theory and from present situation,this paper builds a tripartite evolutionary game model with emergency management departments,safety assessment organizations and enterprises in high-risk industries as the main actors to analyze the relationship between the behavior of stakeholders and the effectiveness of supervision,calculates the evolutionary stable strategy(ESS),and researches the ways to achieve effective supervision.Through the analysis under evolutionary game theory,this paper puts forward the following countermeasures:publicize safety assessment reports,establish specialized supervision forces,strengthen safety warning,increase the amount of penalties,establish the system of “prohibited period”,external professional institutions or experts to participate in the supervision,introduce performance incentive,introduce supervision on process of safety assessment.Reality is dynamic and disturbance factors are inevitable,this paper builds a system dynamics model,which based on the parameters and quantitative relations obtained from the tripartite evolutionary game model,to simulate and verify the effectiveness of the countermeasures in actual situation.The simulation results show that the countermeasures of optimizing supervision are effective and stable in actual situation.This paper based on actual problems,and the research conclusions can be applied to improve the supervision of safety assessment organizations.This paper provides countermeasures for department concerned to optimize the supervision of safety assessment organizations,so it is valuable in promoting the safety assessment organizations to be legal and standardized in protecting production safety and public safety.
