Adhere to the strategic positioning of ecological priority, green development, the restoration of the ecological environment of the Yangtze River in the first place, to promote the Yangtze River Basin, Eastern and Western coordinated development of interaction and cooperation, build an ecological civilization construction of our country first demonstration zone, innovation driven belt, is to promote the development of the Yangtze River Economic Belt China total goal for the next four years. For a long time, with low cost, high input factors and ecological environment at the cost of the traditional model of economic development, not only a waste of resources and serious environmental pollution, causing more serious imbalance in industrial structure and independent innovation ability is low,the implementation of low carbon transformation is the only way which must be passed implementation of the upgrading of the industrial structure and the sustainable development of the economy in transition.The Yangtze River Economic Belt, as China's "three major support zone. One of the three regions across the East and West, covering more than 40% of the population and GDP,in China's overall economic development has an important strategic position. However, the traditional mode of economic development in the Yangtze River economic belt is facing serious resources and environmental constraints, as well as the eastern Midwest industrial structure imbalances: on the middle and lower reaches of different areas of resource poor circulation, misallocation of resources, such as lack of cooperation within the region directly lead to regional industry obvious gap, industrial isomorphism, severe overcapacity over reliance on natural resources; development mode, industrial Midwest high energy consumption, high emission and high pollution directly leads to the deterioration of the atmosphere; industrial transfer is concentrated on the "three high" industry "in the East -West" regional industrial structure transfer relay,relay for reduced pollution. How to realize the coordinated development of industrial structure upgrading and environmental protection has become the most urgent requirement to promote the sustainable development of the Yangtze River Economic belt.In this paper, the Yangtze River economic belt as the research object, using the quantile regression method based on panel data, focus on different levels of carbon emissions (under different conditions the distribution of carbon emission conditions of the sub site) to upgrade the industrial structure and its effects on carbon emission. Through the arrangement of domestic industrial structure upgrading and carbon emission related research results, this paper constructed the evaluation index of industrial structure upgrading and carbon emissions,analyzes the status of the Yangtze River economic belt and upgrading of the industrial structure and carbon emissions, an empirical study of the Yangtze River Economic Belt in different levels of carbon emissions under the industry structure, energy consumption structure, energy price etc. influence factors on carbon emission characteristics,put forward policy recommendations to upgrade the industrial structure of each carbon partition of the Yangtze River Economic Belt Based on carbon emission reduction. Draw the following conclusions:First, the upgrading of the industrial structure has significantly reduced effect on carbon emissions, which is the better allocation of elements between the industry, the greater the role of reducing carbon emissions, the higher the industrial structure level, the greater the role of reducing carbon emissions, and the latter two aspects complement each other and significantly stronger than the former;Second, different carbon emission levels in the region, the impact of industrial structure upgrade on carbon emissions have a greater difference;Third, the same factors in the Yangtze River economic belt with different levels of carbon emissions, carbon emissions have different direction and degree of influence;Fourth, the impact of the level of economic development on carbon emissions in the Yangtze River economic belt does not appear in the whole region of the inverted U type environmental Kuznets curve, and in the different carbon emissions range, the performance of different forms;Fifth, energy consumption structure, energy prices, trade openness, foreign investment,environmental policy,geographical location and other factors have different levels of carbon emissions in different levels of carbon emissions.Based on the above conclusions, this paper argues that in the overall layout of the Yangtze River economic belt, should fully consider the differences in various provinces and cities own carbon emissions, to develop targeted industrial policy and environmental policy,to further ease the contradiction between economy and environment. The Yangtze River Economic Belt of low carbon emission area of Shanghai, Jiangsu, Zhejiang, should vigorously develop high-tech industries and modern service industry, promote technological innovation, the introduction or the development of clean energy technology,energy saving and emission reduction technology; on the Yangtze River Economic Zone in Hubei,Hunan,Chongqing,Sichuan and other low carbon emission area,should break the place the administrative barriers, promote the transformation and upgrading of traditional industries, optimize the industrial structure and energy structure, eliminate backward production capacity,to take a new road to industrialization; with high carbon emissions in Hubei Yangtze River Economic Zone,should increase the adjustment of industrial structure, especially the upgrading of the structure of high energy consuming industries,accelerate the upgrading of industrial structure in the low carbon mode; the Yangtze River economic belt high carbon emission area of Anhui, Yunnan, should give full play to the market mechanism, improve resource utilization, establish and improve the protection of carbon emission reduction System.
