Study On Effect,problem And Countermeasure Of Rural Environmental Improvement Project In Ninghai County

Rural environmental improvement is an important measure to improve the living environment of rural residents,is an important part of building a new socialist countryside,but also is an external manifestation of the new rural construction.With the improvement of income level of rural residents and the quality of life requirements,the ecological environment,humanistic environment and infrastructure construction requirements is getting stronger.In 2003,the Zhejiang Provincial Party Committee made a major decision to implement the "Eight-Eighth Strategy" and called for the creation of the "Green Zhejiang",the "Thousand Villages Demonstration and Ten Villages Remediation" and the "Ten Thousand Project" Dirty.From the rural residents are most concerned about the village environment dirty,chaotic,poor start with the problem,Zhejiang opened a prelude to the rural environmental.In 2010,Ningbo City has been listed as a national target of comprehensive improvement of rural environmental responsibility pilot cities by the Ministry of Environmental Protection,and passed the Ministry of Environmental Protection examination and acceptance by the 2011,Since 2012,implemented rural environmental improvement project.In 2015,Ninghai County put forward of the target of "strong agriculture,rich peasants,beautiful countryside",with "clean water pollution" as the main line,"three village line" creation and helping underdeveloped areas development work as the main starting point,and carryed out rural environmental improvement project in full swing.How is the rural environmental improvement work to improve the effectiveness of implementation? Around the above problems,on the basis of fully grasping the development of rural environmental improvement project in Ninghai County,this paper makes an in-depth analysis of the rural environmental improvement project in Cha Yuan Township,and makes a scientific analysis on the causes and solutions of rural environmental pollution.Based on the literature reading,field study and other sources of data,the study propose difficulties of rural environmental remediation work and put forward of the corresponding countermeasures and suggestions to enhance the overall rural environment to protect the health of farmers,improve farmers' income,especially in favor of a new socialist countryside The construction of the study has important practical significance.The paper points out that there are some problems in the improvement of rural environment in Ninghai County,such as: the project implementation does not well,and the work progress is not in the same place;the propaganda of the project is not enough,and the villagers are not in the position of thinking;the measures of the project are not effective enough;Technical conditions are relatively backward.The paper puts forward corresponding countermeasures against the existing problems: establishing monitoring mechanisms to strengthen the training of personnel related departments;Strengthening the rural environmental remediation project to enhance propaganda,and improving the relevant departments and villagers' ideology;establishing of accountability mechanisms to strengthen the organization and leadership;establishing and improving the system;establishing a sound mechanism;Of the rural environmental remediation long-term mechanism;increasing the project funds and technology and equipment investment,and promote the effective implementation of upgrading projects.
