As government pay more attention on environmental protection in urban areas than that in rural areas and less environmental awareness of rural inhabitants,government management and service functions as well, it causes serious rural environmental pollution and severely restricts construction in rural areas.This paper depicts the current situation of environmental pollution in rural area and systematically analyzes the main environmental pollution issues by literature review and social survey. Those environmental pollutions are caused by rural planting and cultivation, rural industrialization, development of small towns and urban pollution transfer.It is reported in the literature that environmental pollution in rural areas of china is the result of several elements such as social and cultural factors, i.e.history, urban-rural dual economic structure, inappropriate government management and service function,less (Berenguer, Corraliza et al. 2005), and economic factors, i.e. inappropriate economic development and economic underdevelopment.Based on points of the above, this paper proposes governance measurements for rural environmental pollution from the view of public administration and current situation of environmental protection: firstly, enhance environmental awareness of rural inhabitants; secondly, make environmental planning simultaneous with rural construction and rational planning the layout of township enterprises; thirdly, Improve and perfect the legal system of rural environment protection ; fourthly, strengthen the government functions; fifthly, establish a diversified investment channels for rural environmental protection; sixthly, play the supporting role of environmental technologies to promote circular economy in rural areas.
