As China's industrialization and urbanization process continues to deepen,energy consumption continues to increase and the pressure of air pollution prevention and control continues to increase.At present,China's air pollution is serious.The regional atmospheric environmental problems characterized by respirable particulate matter(PM10)and fine particulate matter(PM2.5)are becoming increasingly prominent.Although China is the second largest economy in the world,the economy is undergoing a stage of "new normal".The overall economic growth slows down.There are hidden dangers of energy security.And the demand of environmental protection and governance become more and more urgent.Energy-Economy-Environment(3E)system is a complex social system,which is formed by the interaction of energy system,economy system and environmental system.Energy conservation and emission reduction policy is to conserve energy resources,reduce pollution emissions.Its purpose is to achieve the optimization of energy structure,economic growth and environmental protection,that is,the coordinated development of 3E system by affecting 3E system.Therefore,analyzing the effect of energy conservation and emission reduction policy on 3E system can be transformed to analyzing the trend of coordination degree of 3E system.It is not only an important means of evaluating China's energy conservation and emission reduction policies,and it is also an important basis for adjusting China's energy conservation and emission reduction policy.Based on this,this thesis studies the effects of energy conservation and emission reduction policy on 3E system.Firstly,This thesis summarizes and makes a systematic classification of energy conservation and emission reduction policies in China on the basis of reviewing the relevant literature.Secondly,the transmission mechanism of energy conservation and emission reduction policy is analyzed scientifically.On this basis,the influence of energy conservation and emission reduction policy on 3E system is systematically studied.Then a 3E system coordination degree evaluation model is constructed based on the structure of the evaluation of single subsystem development level,binary subsystem coordination degree and 3E system coordination degree.This thesis selects 25 representative index and constructs the single subsystem development level evaluation model by using principal component analysis(PCA).Then the consistency of the change in development level of two single subsystems is used to evaluate the coordination of the binary subsystem.The evaluation model of 3E system coordination degree is built on the result of binary subsystem evaluation,which represents the effects of energy conservation and emission reduction policy on 3E system.Finally,the empirical analysis is carried out.Research indicates:From the development level of single subsystem,except the year of 2010,all the development level showed an upward trend year by year.From the coordination degree development level of binary system,the energy-environment subsystem is the best,followed by the economic-environment subsystem and the energy-economic subsystem.The conclusion shows that the coordination degree of 3E system is not increasing year by year,because it decreases significantly in 2009 and 2010.But the 3E system coordination degree also shows a steady rise and gradually stable trend.from 2011 to 2015.This shows that China's energy-saving emission reduction policy had positive effects on the 3E system,after excluding the international economic situation and other factors.The main innovation of this thesis is to analyze the effects of energy conservation and emission reduction policies on 3E system based on the idea of analytic hierarchy process,and establish the model which can represent the effects of energy conservation and emission reduction on 3E system.
