Since the reform and opening up,China's economic growth miracle has become the focus of attention around the world,the proportion of the three industries,the allocation of factors such as production has become more reasonable in the growth,but this economic efficiency as the main pursuit of the goal of the growth model China's carbon emissions continue to increase in 2006 China is to become the world's largest carbon power,for which the Chinese government in the 18 th report put forward low-carbon development of strategic planning,aimed at efforts to reduce the process of social development of carbon emissions the amount.In this context,this paper studies the optimization of industrial structure around the low carbon development constraints,which has certain theoretical and practical significance for enriching the theory of industrial structure and optimizing the three industrial structures.This paper chooses the coal resource-based province Shanxi as the research object,from the three aspects of the contradiction between the current situation of industrial structure,the difference between carbon emission and energy use in Shanxi Province and the national average level and the contradiction between low-carbon development and Shanxi's current industrial structure optimization The driving force of industrial structure optimization in Shanxi province under the restriction of low carbon development.In this paper,based on the statistical data of Shanxi Province in 2015,this paper redefines the major industry sectors of Shanxi Province by means of the absolute carbon emission reduction potential of the industry and the relative carbon emission reduction potential coefficient,which should be selected from Shanxi Province in the future.High-carbon industry portfolio,in the construction of industrial structure optimization model were added to the high-carbon industry portfolio,the proportion of regional GDP in the tertiary industry,the total amount of carbon emissions and energy consumption were constrained,Industrial Structure Optimization Model of Shanxi Province 's Low-carbon Development.In this paper,the effect of optimizing the industrial structure is analyzed,and the economic growth is only constrained by the optimization of the industrial structure and the low-carbon development as the optimization constraints.The comparative analysis of the two scenarios is carried out.The The results show that only the economic growth as the goal of industrial structure optimization,Shanxi Province,the most significant increase in regional GDP,the proportion of three industries tend to be reasonable,but carbon emissions and energy consumption has increased,The development of the economy at the same time led to the growth of carbon emissions in Shanxi Province,indicating that the economic efficiency as a measure of industrial structure optimization effect of the only standard is no longer appropriate;lowcarbon development as the constraints of industrial structure optimization,Shanxi Province,Value,carbon emissions and the proportion of the three industrial structure optimization effect is obvious,the regional GDP and actual value increased by 1.76%,carbon emissions decreased by 0.26%,three industrial structure is more reasonable.Confirmed that Shanxi Province through a reasonable industrial structure to optimize the path to the economy can maintain steady growth while reducing energy consumption and carbon emissions in various industries,the early realization of low-carbon development goals.
