Study On Management Countermeasures Of Vehicle Emission Pollution In Chongqing City

With the rapid economic development of Chongqing City,the increase of public income,motor vehicles have been fully integrated into the daily life of the public,to provide convenience for the public life.But the rapid increase of vehicle ownership,brings a series of problems in city traffic jam,frequent traffic accidents and emissions pollution to the city of Chongqing,in which the exhaust emission to the air environment of Chongqing city caused great damage,seriously affecting the health of the general public,restricting the sustainable economic development of Chongqing city.In this regard,this article through the analysis of vehicle emission in Chongqing city status,management policies and measures,by using the method of comparative analysis of Chongqing city and Beijing city in California,the United States motor vehicle emissions pollution control policies and measures for comparative analysis,the main problems in the prevention and cure of motor vehicle pollution in Chongqing city last stage,combined with the actual situation in Chongqing City,puts forward some countermeasures and suggestions for further management of vehicle emission pollution in Chongqing city.Research shows that the main problems existing in the motor vehicle emissions management at this stage in Chongqing city includes four aspects: one is the emission management team construction lagging and management system is not smooth,resulting in motor vehicle emissions regulation is weak;the two is to carry out the new production vehicle emissions management lags behind,resulting in some car emissions can't reach the national standard in three;the vehicle emission management deficiencies,resulting in the contribution of vehicle emission on air pollution rate is high;the four is not on the non road mobile sources of pollution emissions management,lack of supervision led to a large number of pollutants discharged into the atmosphere.The author believes that the city of Chongqing to further control the vehicle emission pollution control and at the same time,the need for government policy guidance,so the author puts forward the following suggestions: one is to strengthen the vehicle emission management team and management system construction,vehicle emission pollution in environmental protection departments under the unified management,the functional departments perform their duties and form a work force,more effective to advance the management of vehicle emission pollution;two is to strengthen the new production standards of environmental protection supervision,severely hit the production and sale of substandard models of behavior;the three is to strengthen the in use vehicle emission pollution management,and effectively reduce in vehicle emissions;four is to pay attention to the prevention and control of pollution of non road mobile machinery,non road mobile pollution is an important part of vehicle emission pollution,high emissions need to be effective management Control;the five is to strengthen publicity,guide the public to participate in the prevention and control of pollution emissions,promote the management of motor vehicle exhaust pollution form a good social atmosphere of public opinion,promote the management of motor vehicle emissions to achieve better results.
