The coal resources in Chongqing is poorer and has complex disaster factors.The city's most coal mining is thin coal seam,extremely thin coal seam and the steep seam.There are omplex geological conditions: gas,water,fire,roof disasters such as serious.The coal mine production scale is small,the degree of mechanization is low,the safety production technology is backward,the coal mining engineers and the high skilled workers are in short supply,the safety guarantee foundation is fragile.The total number of coal accidents in the whole city is large,and the death rate of the coal mine accident is one of the highest in the country(1.258 in 2015 and 0.16 in the country),which is 7.86 times the national average.This article attempts through “the 12 th five-year” in chongqing coal mine production safety accident analysis to research the problem of the coal mine safety in production in chongqing.Using the theory of safety system engineering,the accident cause the related content of the system,using historical research,case analysis,field investigation method to find the problem of coal mine safety production in chongqing to make a relatively comprehensive analysis to explore,to fundamentally to explore the problems existing in the coal mine safety production in chongqing.According to characteristics of the coal industry of chongqing,find out the preventive measures against coal mine production safety accident in chongqing,chongqing,in order to reduce coal mine production safety accidents,ensure the safety of coal mining enterprises,efficient and economic production,the grand goal of building a moderately prosperous society in an all-round way.The research results show that during the period of “the 12 th five-year”,although the total coal mine accidents in chongqing,the death toll continues to decline,but under the state-owned coal mine security situation is not stable,roof,gas and other accidents,large amount of villages and towns coal mine accidents,one million tons of high mortality rate.For chongqing city of frequent occurrence of coal mine accidents,poor coal occurrence conditions and mining conditions,the overall situation factors such as the backward production technology,and safety,more debt,inadequate safety,staff quality low and weak factors such as the enterprise safety management,it should be said that a result of the combined action of many factors.Therefore,need from several aspects to obtain,safety in production is regarded as a systematic project,for each safety factor may cause of the accident,take effective measures,to realize the coal mine safety production.Specific measures include: the change of coal mine safety production macro constraints,to strengthen the governmental controlling of coal mine safety production and improve the safety production of coal mine security ability,create a good external environment of coal mine safety production,etc.promote the construction of "four modernizations" of coal mine,improve security;Tightly against mine main disasters;Implement the coal mine enterprise safety in production responsibility,implement the department safety production supervision responsibility;To strengthen the construction of law enforcement ability of the safety supervision;Improve coal mine safety science and technology support capability,etc.
