| Environmental pollution incidents frequently occurred in the Beijing-Tianjin-Hebei region,which is seriously harmful to the long-term social and economic development.As one of the most potential regions in the development of Chinese future economy,Beijing-Tianjin-Hebei region environmental governance has attracted much attention.The consensus about cross-domain coordination in Beijing-Tianjin-Hebei region has generated due to the publicity and spillover of environmental pollution.Reducing conflicts among policies to strengthen synergy is the essential precondition to improve the environmental governance performance of the Beijing-Tianjin-Hebei region.The Literature Research Method,Grounded Theory Analysis Method and the Case Research Method are used in this article,after collecting 62 environmental pollution prevention official documents published by the official portals of the provincial government departments in Beijing,Tianjin and Hebei province from 2016 to 2020.Of these documents,there are 56 used for coding research,and 6 reserved for theoretical saturation testing.This article screened out 178 target units from 56 documents for three-level coding operation,and finally got three analysis dimensions :participants,policy tools and safeguard mechanism.The story line of the Beijing-Tianjin-Hebei cross-domin environmental governance policy synergy can be generalized as following:Under the overall leadership of the central government and the policy background of laws and regulations and safeguard mechanism,the governments of Beijing-Tianjin-Hebei dominate the cross-domain coordination and formulate sub-goals based on the common regional environmental governance goals and local realities.Many different environmental policy tools are used to mobilize the power of multiple entities in the region,including corporate market entities,social organizations,and citizens to participate extensively to achieve the overall environmental governance goals and improve environmental pollution.Based on the synergetic model,there are some paths to strengthen synergy among the environmental governance policies in the Beijing-Tianjin-Hebei region: First,build a multiple co-governance pattern that is coordinated by the central government,led by the Beijing-Tianjin-Hebei government,and the enterprises and the public extensive participation;Secondly,maximize the combination of the policy tools and promote the innovation and optimize combination of policy tools,;Finally,strengthen the safeguard mechanisms by cultivating cultural consensus on policy synergy,consolidating policy synergic mechanisms,establishing and improving a common benefit sharing mechanism,a linkage execution mechanism,and a sound legal and regulatory system,to foster a good context for the Beijing-Tianjin-Hebei cross-domain environmental governance policies. |
