Currently,the problem of food safety in our country is still severe.The government supervision agencies of food safety are facing many problems.The idea of social co-governance for food safety is gradually recognized by all parties and the third-party food safety service is booming.These third-party services are of great help to improve food safety regulation,promote food safety information exchange among stakeholders and enhance risk control ability of food enterprises.Therefore,a new model of third-party service risk diagnosis for food safety is proposed.By means of literature research,enterprise investigation and empirical research,this paper not only expounds the theoretical conception of food safety risk diagnosis,defines the conception of food safety risk diagnosis and its connotation,sets up the content of risk diagnosis,but also designs the method of risk diagnosis,draw up the standard and the procedure of food safety risk diagnosis,and has carried on the practice exploration in the food production enterprise and the management enterprise.This article defines:food safety risk diagnosis is an activity which based on food safety risk diagnostic criteria,follows the food safety risk diagnostic procedures,collects static risk factors and dynamic risk factors of food production and operation of enterprises,investigate food safety risk of food production and operation to form diagnosis reported.Among them,the diagnostic criteria for food safety risk is based on the national food safety-related laws and regulations and mandatory standards to optimize the new standard for specific food varieties;food safety risk diagnostic procedures including diagnostic business processes and on-site diagnostic procedures;report for food safety risk diagnosis contains three parts including food safety risk factors found in the diagnosis,the food safety risk level of the food enterprises and the proposed risk control measures.The connotation of food safety risk diagnosis includes:(1)overall concept of food safety risk diagnosis is based on the framework of food safety risk analysis;(2)food safety risk diagnosis is a practical food safety risk assessment activities;(3)food safety risk diagnosis is a business-oriented activity that is a functional supplement to government regulators;(4)concept of diagnostic criteria for food safety risks focuses on the core risks of food safety;(5)diagnostic procedures for food safety risks enable the diagnostic process to be truly implemented;(6)food safety risk diagnosis report is the value of the diagnostic process.The specific content of food safety risk diagnosis is reflected in the diagnostic criteria.The diagnostic criteria of food production enterprises is the norm of the food safety risk diagnosis process.The idea of preparation is that the first step is to identify the applicable laws,rules and regulations of food enterprises,national mandatory safety standards.The second step is to determine the food safety issues that may arise in food production based on the description of "key control links" and "prone quality and safety issues" in the implementing rules for food production permits.The third step is to analyze the key requirements of the food safety control identified in the previous step in the production and operation of such food hygiene norms,food safety standards on the specific requirements.The fourth step is to translate the requirements analyzed in the third step into the details of the diagnostic criteria.The fifth step is to reorganize these contents into different modules in accordance with the principle of"simplicity and efficiency" to form a complete diagnostic standard.Food safety risk diagnosis methods integrated in the field diagnostic procedures.Food safety risk diagnostic procedures in the design include two parts:the diagnosis of business process design,and the on-site diagnostic program design.Diagnostic procedures follow the "easy and efficient" principle,on-site exploration route carefully planned,different from the system audit,daily supervision and verification of the route.At the same time the diagnosis of food safety risk diagnostic criteria formed by the operation of the on-site diagnostic procedures in the field diagnostic procedures to determine the specific diagnosis methods,specific projects.Food safety risk diagnosis report is the conclusion of diagnosis,which includes three parts:one is the risk factors of food safety found during the diagnosis;another is the level of food safety risk level judged and analyzed according to the diagnosis standard of food safety risk;the other is the existing security risks proposed risk control measures.The practice of food safety risk diagnosis has been explored in a canned food production enterprise risk diagnosis and restaurant industry in a county risk diagnosis(on-site diagnosis).The operation of standards and procedures was verified and got a good result.There are still some deficiencies in food safety risk diagnosis system,the future need to be resolved:(1)There are many kinds of products in food industry,different processing technologies and different processing environments between different enterprises.As a result,there is still a gap between applicability of diagnostic criteria and the ideal state,and the diagnostic criteria need to be improved through continuous diagnostic practice.(2)Among the criteria of risk diagnosis,self-examination on the construction of management system of food enterprises,the results of external examination of food enterprises,customer complaints,product recalls and the results of the previous year's diagnosis should be further studied..
