It is well known that environmental governance is an indisputable focus in recent years.In the process of environmental governance,although the government and industrial enterprises have invested a lot of material and financial resources,the environmental problems are still not improved,which makes us reflect the performance of government and industrial enterprises in the area of environmental management.The thesis not only analyzes and reviews of the current situation of domestic and foreign research on the efficiency of technological innovation of industrial enterprises under environmental constraints by citation analysis,but also analyzes the current situation of technological innovation of industrial enterprises in China.And then elementary evaluation indicators in the evaluation index system of technological innovation efficiency of industrial enterprises under environmental constraints is filtered from criticality and resolution capability with group eigenvalue method(GEM)and coefficient of variation method.Finally,the evaluation index system of the technological innovation efficiency of the Chinese industrial enterprises under the environmental constraints is constructed,with selecting industrial enterprises which plays a key role in national economic development as object of research,choosing the R&D expenses,the R&D staff full-time equivalence,the expenditure of new product development,the expenditure of technological transformation,the cost of technology introduction,the consumption of technology digestion and absorption as the input index,picking out the number of patent applications,the number of patents,the sales revenue of new products as the expected output targets,and opting the amount of industrial solid waste,the industrial sulfur dioxide emissions,the industrial dust emissions,the industrial waste water emissions as the undesirable output targets.The thesis uses SBM-Malmquist index model and SBM model to measure the efficiency of technological innovation of industrial enterprises under environmental restraint in China from 2006 to 2015 and adopts DEA-Tobit method to check the efficiency and influence of technological innovation in China's industrial enterprises under environmental constraints from 2006 to 2015.The results show that:(1)Except for 2010 and 2011,the average of annual growth rate of efficiency of green innovation of China's industrial enterprises in 2006 to 2015 is about 14.5%;Except for Gansu,Guizhou,Heilongjiang,Hubei,Hunan,Inner Mongolia,Qinghai,Shanghai,Tianjin,Yunnan,most regions of China in the period of 2006 to 2015 develop towards the goals of environmentally friendly cities with "green innovation" as the innovative development goals.(2)60%of the regions' scale efficiency change value(SCH)are bigger than 1 and pure technical efficiency change value are 70%,while most of the M index are greater than 1,indicating that environmental technology progress plays an important role in improving the green innovation performance of China's industrial enterprises.(3)Undesired output have a great impact on the result of environmental efficiency value and comprehensive economic zone in the northern coastal has the highest environmental efficiency value;the northwest comprehensive economic zone,the comprehensive economic zone of the middle reaches of the Yangtze River,the comprehensive economic zone of the middle reaches of the Yellow River,and the comprehensive economic zone of the northeast integrated economic zone are Relatively poor.(4)The technical innovation efficiency of industrial enterprises under environmental constraints has a positive relationship with government support,enterprise scale,and its negative correlation is the degree of enterprise aggregation.In addition,enterprise technical level and the quality of employees have less impact on it.
