Since the reform and opening up, China’s economy has been strong growth, but environmental problem come after. How to improve the equality of the economical development and to reduce the energy consumption of per unit GDP is the focus of today. This paper based on the different view, using different statistical methods, to study the relationship between environment and economic growth. The main content and the conclusions are as follows:The first chapter presents the background and significance of the subject, the thinking and the frame, and the innovation points of this paper. The second chapter studies unanimous decision between economic growth and environmental pollution firstly, by using Chinese panel data set of yearly observations covering31provinces and the time period2000-2009with space outlier’s diagnosis method of robust principal component regression (RPCR). Secondly, economic growth of three pollutants is decomposed by RPCR. The result shows that:Xizang, Shanxi, Neimenggu and Gansu have bad correspondence. At the same time, from the perspective of economic growth, China’s Environmental Kuznets Curve is not a U shape. In addition, the development of import and export trade, industry, construction industry worsening the quality of environment, and the rest indicators change the reaction according to the variety of pollutants. At last, on the view of pollutants, the marginal effect of pollutants changes over time. Waste water experienced from no stable relationship to both clear homonymous action processe, the effect of emission is the largest, SO2minimum.The third chapter uses the data of three kinds of emissions from1991to2000, and through the LMDI decomposition method to study the economic development on the influence of the pollutants, and found that: scale effect is the main reason to environmental degradation, and technological effect is helpful for the improvement of the environment. But the size and speed of these two effects is various through different pollutants. In addition, from the perspective of economic development, improving the production of green technology level is the key, but the decomposing process of three pollutants shows that scale effect significantly greater than the effect of technology. Therefore, in strengthening technology level, how to adjust the industrial structure and make it contributes to the pollutant emission reduction, is the key to realize the emissions targets. Finally, based on the above analysis, this paper puts forward the corresponding proposal. The fourth chapter proposes using clustering algorithm to overcome the homogeneous assumption of Environmental Kuznets Curve and calculating the effect of environment degradation to economic convergence rate. The result shows that:the high income and high emission area has the obvious economic convergence in China, while high emission but lower income areas do not have convergent relationship, and the convergence of the other two areas relate to the kind of pollutions. On the other hand, the convergence rate after grouping is much lower than the current related researches. At last presents the corresponding policies. The fifth chapter accords to the mixture Gini coefficient to adjust the per capita GDP to analysis the relationship between economic growth and environmental pollution by use of Chinese panel data set of yearly observations covering29provinces and the time period1991-2009.The results shows that:Environmental pollution and economic growth has a variety of forms, estimating the same pollutants with the national level and different pollutants in the same triage mode will produce a great error. In addition, the results between the adjusted per capita GDP and pollutants support the hypothesis that income gap can cause the turning point of EKC to move right. The output equation shows the inhibition of environmental pollution to economic growth, and the reaction of unit environmental pollution greater than any other factors to impetus the economic. Also the same elements have a different promotion to different groups, at last presents the corresponding policies.
