At present,domestic industrial parks are developing rapidly,and more and more cities form industrial agglomerations by concentrating production and management units to promote urban economic growth.Among the many types of industrial parks,the safety management of chemical industrial parks has attracted attention because of the dangerous characteristics of their production and operations.In order to improve the safety management level of the chemical park,many park management departments have started to focus on the construction of safety management information.However,as the research on the construction of safety management information in domestic chemical parks is still at the exploratory stage,chemical industrial parks which are in the initial stage of safety management informatization face the mismatch of system functions and supporting input costs when selecting existing safety management information platforms.Therefore,it is very urgent to explore how to construct an appropriate safety management information system to assist the production management of the above chemical industrial parks.To this end,this paper has done the following research:First of all,using the theoretical knowledge of safety engineering and focusing on accident prevention and control,this paper studies the basic situation of chemical industrial parks at the beginning of the construction of safety management informatization.In order to combine the actual situation,this paper takes Mianyang Economic Development Zone as the research object,mainly aimed at the security risk classification and control,hidden trouble,emergency management capacity building,emergency resource management and configuration,and accident response.This paper has grasped that the construction of safety management informationization should be carried out in the chemical industrial park centering on the objectives of safety risk control,hidden danger investigation management and emergency management.Secondly,the GIS based safety management information system of chemical industrial parks is constructed according to the construction objective of safety management informatization in chemical industrial parks,combining the knowledge of safety engineering and software engineering.In order to highlight the function of accident prevention and control of safety management information system in chemical industrial park,this paper constructs an information system with basic security information module,security risk control module,hidden danger inspection management module and GIS emergency module.In order to realize the emergency module of the system,Arc GIS Server9.2 was used to design the database of theinformation system,and the data structure of the database was described in detail.Finally,based on the background of the basic database of security risks and security risks in Mianyang Economic Development Zone and the construction of a geographic information platform,to realize the function of GIS based emergency module,the management and emergency system of Mianyang Economic Development Zone is constructed.This System adopts the Arc GIS Engine component type development mode,the geographic information system platform of Mianyang Economic Development Zone was built,realize the visual query of the supervision enterprise,danger source and emergency resources in the park,the influence scope and consequence of gas diffusion accident,vapor cloud explosion accident and pool fire accident were simulated,and the path selection of emergency resource allocation was analyzed.The system shows the maintenance function of the emergency module to the emergency management information of the park and the supporting role of the auxiliary decision-making of the accident rescue.When the system is applied,the input of computer equipment and network signals can meet the needs of production management at the initial stage of the construction of security management informatization in the chemical industrial park,which reflects its application value.
