The Safety Early-Warning System of Distributed Fiber for Pipeline Project integrated by Optoelectronics,Piping Fluid Mechanics,Thermodynamics,Sensing Technology,Weak Signal Detection Technology,Signal Processing disciplines,which features high technical difficulty,tight research period,high investment and heavy workload,etc.Any sorts of uncertainty occurred during the research could possibly jeopardize the entire project.In this paper,we hereby apply risk assessment theory to conduct the comprehensive and systematical study on the risk mamagement of The Safety Early-Warning System of Distributed Fiber for Pipeline Project.At first,based on the research content,schedule,internal and external environment and the project's feature,according to the risk assessment theory,establish the risk assessment procedure and object by summarizing and analyzing the common risk.Secondly,by using methods of Investigation,Delphi and Scenario Analysis,identify the risk factors that could affect the project,create risk assessing list and describe the source and outcome of the project's risk factors at the same time.In terms of risk assessment,the possibility and damage degree of the risk factors were assessed by methods like Analytic Hierarchy Process(AHP)and Fuzzy Comprehensive Evaluation(FCE)which to provide the basis of risk monitoring and managing.At the end,the methods of risk response measures,monitoring content and process established and the risk monitoring scheme designed based on the project's feature.This paper can be used to guide the risk management of The Safety Early-Warning System of Distributed Fiber for Pipeline Project.
