Research On Evaluation Of Value For Money Of PPP Project For Harmless Treatment Of Domestic Waste In Gaoling District,Xi'an City

With the rapid development of our country city,city population growth also brought garbage problem,and with the improvement of living standards and strengthening of environmental protection consciousness,people also put forward higher requirements for waste disposal,namely "harmless,decrement and resource".Compared with the traditional landfill technology,not only can significantly reduce the volume of garbage incineration,obtained from the electrical and thermal energy,avoid the pollution two landfill could produce of groundwater and soil,can solve the problem of our country at all levels of city land area and per capita arable land area of tension,so the main way to solve the garbage our country also depends on the development of incineration power generation.However,such projects are likely to cause the "proximity avoidance" effect due to the possibility of two pollution.Based on this particularity,the evaluation of the value of money for such PPP projects has put forward new requirements.At present,the evaluation of PPP projects in China is mainly qualitative and quantitative.However,the evaluation process does not consider the impact of project specificity on the implementation of the project,and the evaluation results can not reflect the actual situation of the project.This paper mainly aims at the "Xi'an Galling city life garbage treatment project PPP project",fully consider the effect from the adjacent effect to the implementation of the project,the evaluation process of evaluation index of routine modified basic index increased NIMBY resolve and set the standard for evaluation of the indicators of the corresponding.The weights have also been adjusted;value of cost calculation in PSC and PPP,are also considering measures to resolve NIMBY costs,calculated the whole life cycle of projects PSC and PPP values,comparison and analysis.According to the Xi'an Galling city life garbage disposal project of special PPP project,the project value evaluation,some basic value evaluation method in conventional objects,to evaluate the quality of basic indicators and quantitative calculation parameters were modified,the final project through value evaluation.Therefore,the PPP project value evaluation,can not be generalized,all the projects using the same set of evaluation system,should fully consider the project difference,the influence degree of the special attention project on the evaluation results in the evaluation process,according to the project characteristics of the evaluation index,even the parameters of the conventional evaluation method is modified,so that we can get more accurate evaluation conclusion.
